== Details ==

OSGeo.US was started in 2018 with the mission to support and develops OSGeo Local Chapters, Projects, and Events in the United States.

The initial funding for the groups activities were written into the FOSS4G Boston 2017 proposal, the goal was to start and support a local chapter in Boston once the conference was over. This goal was expanded once it became clear to [[user:gsteinmon|Guido Stein]], on of the founders, that there was a larger need across the nation to support these efforts.

Currently, OSGeo.US is run as a program as a part of an existing Non-Profit organization called [http://www.technocation.org Technocation]. Technocation, who's mission is to provide education for IT Professional, is the legal entity that has a bank account and board of directors. The board of directors for Technocation act as the board for OSGeo.US, but OSGeo.US is it's own community. As this chapter moves forward a more formal relationship and governance will be created.

Day to day operations and matters will be handled by the President of Technocation with the direction and advice of the community and the board.

OSGeo.US has financial and technical capacity to support Local Chapter formations and operations within the US through mini-grants and consultation. Please submit all requests for support through the [https://lists.osgeo.org/mailman/listinfo/us community discussion list]. Requests will be discussed openly on the discussion list and if brought to a vote will be openly voted on by the Technocation board using [https://www.loomio.org/g/498hr0fF/technocation Loomio]. If their is any issue around getting a quorum, then the Executive Board (President, Secretary, and Treasurer) will have a separate vote to resolve the quorum issue.

The Twin Cities, MN chapter of OSGeo is a rebranding and restructuring of the Twin Cities MapServer Users Group [http://mapserver.gis.umn.edu/community/MUGs/tcmug/ (TCMUG)]. Currently the TCMUG is organized using web and mailing list support through the MapServer resources hosted at the University of Minnesota [http://mapserver.gis.umn.edu/community/MUGs/tcmug/].
== History ==
The Twin Cities MapServer Users Group was formed alongside the organizing committee for [http://mapserver.gis.umn.edu/community/conferences/MUM3/ MUM3/OSG '05] in the Fall of 2004. TCMUG has met near monthly since that time with a mix of social gatherings and technical presentations hosted at various locations around the Twin Cities, MN Metropolitan Area. TCMUG is made up of people representing government, non-profit, academic, and private interests. Members of TCMUG are active in several areas within OSGeo. In addition, TCMUG has a strong presence in state and regional GIS initiatives through [http://metrogis.org MetroGIS], the [http://www.gis.state.mn.us/ Governor's Council on Geographic Information], and [http://www.mngislis.org Minnesota GIS/LIS Consortium] as well as work with FGDC grant funded projects [http://openmnnd.org]. Members of TCMUG are active users and developers and have been a forum in the region for not just MapServer, but also many other Open Source GIS packages.

: Although Africa has experienced notable successes in technology, healthcare, and transportation development, there remain several factors that threaten the stability of several countries within the continent. The role that geopolitics, human development, and environmental health play on population stability is significant. This research will demonstrate a methodology for providing a scenario-based population forecast for each of the 54 countries in Africa based on the data fusion of several geopolitical, environmental, and social metrics. Conducted 100% through Python in PyCharm, African countries are categorized on a 1-5 scale of scenario-based population stability for the next five years based on considerations of their population structure, their Human Development Index, Fragile States Index, and Environmental Performance Index scores, and if the country is experiencing geopolitical unrest. The resulting visualization, made exclusively in QGIS, allows geopoliticians, humanitarian researchers, and data scientists to devote increased attention toward predicted crisis areas on the continent.

Vegetation canopies not only help understand the vegetation, but are also a critically important habitat characteristics of many threatened and endangered animal and bird species that GSMNP is home to. Using airborne Light Detection and Ranging (LiDAR) we characterize the three-dimensional structure of the vegetation. LiDAR based analysis gives detailed insight in the canopy structure (overstory and understory) and its spatial variability within and across forest types. "Conferences, community events, and related gatherings are a known quantity in the tech world.
I readily admit that open-source geo community events are my favorite ones to participate in.
Most of us would probably say a conference offers some combination of professional networking
and development, along with opportunities to share what we know and do, and most of us probably
agree that these reasons are what draw us together. But somewhere along the way, it feels like
we’ve gotten sidetracked."

Our mission has drifted.

Last year, I was asked to Chair the Program Committee of FOSS4G-NA 2018 because, as the
person who approached me put it, they “really needed a woman” to do the job. I let myself
chalk that line up to language barriers, but in retrospect should have seen it for what it was:
an attempt at diversity-washing an otherwise homogeneous affair. And so for six months, on
nights & weekends, I was the woman they needed who did the job.

Ultimately, I stepped down as Program Chair of FOSS4G-NA 2018 because of that hurt.

So who are we excluding from our conferences and community events? For starters:
* non-drinkers or people who avoid alcohol in professional settings
* anyone who can't afford the cost of attendance — and doesn’t have an employer who will foot the bill
* anyone who is unable to follow a tech talk by hearing alone
* parents who lack a support network or the financial means to travel without their kids
* underrepresented minorities, women & non-binary folks; essentially anyone not already
a member of the predominantly-white-and-male old boys’ club of open-source geo.
And many others.

What are we going to do about it?
* Implement — and enforce — a Code of Conduct
* Offer childcare options
* Reduce the booze
* Lower costs & add more scholarships
* Expand the reach of your content

* Advocate for those who might not advocate for themselves
* Commit to only speaking, teaching, or otherwise contributing to events with a Code of Conduct.

Some of you may be aware that for the past ~5 weeks, I have periodically renewed a
public request [0] for FOSS4G-NA 2018's financial records.

Yesterday, Marc Vloemans, speaking on behalf of LocationTech, said that I was
"misrepresenting" this issue [1]. That's certainly not my intent, so I'd like to clarify the
basis for my ongoing request in longform, and renew said request in this forum.

On May 4, 2018, a LocationTech representative stated publicly that FOSS4G-NA's
"financials are open, have always been" [2]

- Later the same day, the same representative said that they were "working on
posting all our materials to the wiki (...) Expect those late this week" [3]

- Those statements now appear to be contradicted by the recent comment [1]
that "there is no obligation" of LocationTech to share FOSS4G-NA financials

My ongoing requests have thus far been an attempt to continue the conversation
that originally took place on twitter on May 4th. As Marc said last night that he
does not "communicate with people via twitter" [1], I'm more than happy to continue
the public conversation with him or any relevant representative(s) here.

The fact that I was Program Chair of FOSS4G-NA 2018 for six months is no secret: among

I was agreeing with you until this point.

Why this separation between you and the community? Are you not part of the community? Did I miss something?

And also, why this separation between the community and the board? Is it because the CoC team is dormant and we
should do something about it? We are doing something about it. But my search for volunteers is not being very effective.
People tend to think that either that is not something that affects them or that that is something they don't have to solve
(because they are not the ones that created the harassment). If you have a better way to handle this, please, enlighten
me. Because I am not sure what else to try besides what we are already trying.

Also, on a personal side, I haven't seen any harassment yet. Maybe I missed it? Maybe I saw it but didn't see the
harassment? How can I, as part of the community, answer to something that I haven't seen? Did it happen outside the
OSGeo mailing lists? Outside my social network range? How would I know?

And if you (or anyone else) knows there is harassment, why haven't you pointed at it? Why haven't you told anything
until now? I still don't know where this harassment has happened, you just mentioned an ethereal event I don't know
of, how can I act?
