The OSGeo Standards Committee aims to harmonize OSGeo representation and efforts with standards organizations to ensure coordination and consistency between OSGeo projects.&lt;br /&gt;

Responsibilities of this committee include (but are not limited to):&lt;br /&gt;
&lt;br /&gt;
* Coordinating OSGeo membership to standards organizations (OGC, ISO TC211, etc.)&lt;br /&gt;
* Supporting MoUs, liaisons and agreements between OSGeo and standards development organizations&lt;br /&gt;
* Planning joint code sprints and meetings with standards organizations&lt;br /&gt;
* Contributing OSGeo representation within standards development efforts&lt;br /&gt;
* Encouraging projects to participate in the OSGeo Community and Incubation Programs&lt;br /&gt;

* OSGeo Charter Membership is required to join the Committee&lt;br /&gt;
* To join the Committee, interested individuals are to send a nomination (self nomination is fine) to the OSGeo Standards mailing list with an introduction of the candidate/self. The committee will then make a motion at the next meeting&lt;br /&gt;
* Members shall add themselves to this page and request membership to a given standards organization via the Issue Tracker (see [[#Communications]])&lt;br /&gt;
* Members shall subscribe to the OSGeo Standards Mailing List (see [[#Communications]])&lt;br /&gt;
* Members are expected to attend Committee meetings, contributing to discussions, planning and issues&lt;br /&gt;
&lt;br /&gt;
====Voting====&lt;br /&gt;
&lt;br /&gt;
* Voting occurs as required&lt;br /&gt;
* Voting takes place once a Committee member opens a motion on the OSGeo Standards Mailing list&lt;br /&gt;
** Voting period is as follows:&lt;br /&gt;
*** Updates to Terms of Reference: 5 business days&lt;br /&gt;
*** Other: 3 business days&lt;br /&gt;
** Committee members vote using the following rubric:&lt;br /&gt;
*** +1: support the proposal&lt;br /&gt;
*** +0: mild support, but has no effect&lt;br /&gt;
***  0: no opinion&lt;br /&gt;
*** -0: mild disagreement, but has no effect&lt;br /&gt;
*** -1: veto the proposal, but must provide clear reasoning and alternate approaches to resolving the issue&lt;br /&gt;
** Anyone can comment on proposals, but only Committee member votes will be counted&lt;br /&gt;
* A proposal will be accepted as follows:&lt;br /&gt;
** Updates to Terms of Reference: 50% quorum (including the author) and no vetoes (-1), based on current membership&lt;br /&gt;
** other: 25% quorum (including the author) and no vetoes (-1), based on current membership&lt;br /&gt;
* If a motion does not gather quorum within the voting period, the Committee reserves the right to revisit its active member list and removing members that have not voted within the last year&lt;br /&gt;
* If a proposal is vetoed, and it cannot be revised to satisfy all parties, then it can be resubmitted for an override vote in which a majority of all eligible votes indicating +1 is sufficient to pass it&lt;br /&gt;
* Note that this is a majority of all committee members, not just those who actively vote&lt;br /&gt;
* Upon completion of discussion and voting the author should announce whether they are proceeding (proposal accepted) or are withdrawing (vetoed)&lt;br /&gt;

Mr. Kyoung-Soo Eom, chief of the UN Geospatial Information Section, has invited OSGeo to be part of a working group on Geospatial Information and Services for Disasters to support the UN migration to Open Source Geospatial software solutions.&lt;br /&gt;

2. Terms of Reference&lt;br /&gt;
&lt;br /&gt;
These Terms of Reference are effective as of (date) and will be ongoing until terminated by agreement of the Strategic Board (SB).&lt;br /&gt;
&lt;br /&gt;
3. Membership&lt;br /&gt;
&lt;br /&gt;
The members of the UN Open GIS Initiative are composed of:&lt;br /&gt;
&lt;br /&gt;
* Contributors: Any organization who agrees with the objectives of the UN Open GIS and actively contributes to the UN Open GIS Initiative in terms of financial, materials, solutions, technologies, or human resources. The Contributor membership shall be decided by the Strategic Board.&lt;br /&gt;
&lt;br /&gt;
* Observers: Any individual person or organization who agrees with the objectives of the UN Open GIS and participate in the UN Open GIS Initiative activity. The Observer membership shall be granted by the Strategic Board.&lt;br /&gt;

4. Roles and Responsibilities&lt;br /&gt;
&lt;br /&gt;
The governance structure of the UN Open GIS Initiative comprises of:&lt;br /&gt;

4.1 Strategic Board (SB)&lt;br /&gt;
&lt;br /&gt;
The Strategic Board consists of representatives from each contributor where each contributor nominates one representative to the Strategic Board. The Strategic Board is responsible for deciding goals, strategic planning, creation of new spiral, election of co-chairs, appointment of technical advisory group members, requirement advisory group members, and assessment team members.&lt;br /&gt;
&lt;br /&gt;
4.2 Co-Chairs&lt;br /&gt;
&lt;br /&gt;
There are three Co-Chairs, where one Co-Chair is appointed from UN and two Co-Chairs are elected among the Strategic Board members. They chair the Strategic Board meeting and take the responsibility of all UN Open GIS Initiative activities.&lt;br /&gt;
&lt;br /&gt;
4.3 Secretariat&lt;br /&gt;
&lt;br /&gt;
The secretariat is made of representatives of the contributors in support of the Co-Chairs and the activities of the UN Open GIS.&lt;br /&gt;
&lt;br /&gt;
4.4 Technical Advisory Group (TAG)&lt;br /&gt;
&lt;br /&gt;
The Technical Advisory Group consists of key technical experts from the contributors and specialists, appointed by the SB. This group is responsible for the synchronization of spirals and technical decisions on the UN Open GIS architecture. The TAG will elect one group leader and co-leaders, who organize and moderate the activities of the group.&lt;br /&gt;
&lt;br /&gt;
4.5 Requirement Advisory Group (RAG)&lt;br /&gt;
&lt;br /&gt;
The Requirement Advisory Group consists of key experts from UN and the contributors appointed by the SB. This group is responsible for identifying and providing the requirements of geospatial solutions and services for UN operations. The RAG will elect one group leader and co-leaders, who organize and moderate the activities of the group.&lt;br /&gt;
&lt;br /&gt;
4.5 Assessment Team (AT)&lt;br /&gt;
&lt;br /&gt;
The Assessment Team consists of key experts from UN and the contributors appointed by the SB. This team defines proper assessment methods and procedures, and carries out assessments of the deliverables. The AT elects one leader and co-leaders, who are responsible for maintaining the activities of the team.&lt;br /&gt;
&lt;br /&gt;
4.6 Spirals&lt;br /&gt;
&lt;br /&gt;
Since each goal of the UN Open GIS Initiative is achieved in incremental ways, we operate working group, called Spiral, for each specific goal. New Spirals are created by the SB for specific goals. The SB will designate one leader and co-leaders. The leader and co-leaders will develop a work plan to achieve the goals.&lt;br /&gt;

A. Definition of Open Source&lt;br /&gt;
&lt;br /&gt;
Open Source encompasses two related concepts regarding the way software is developed and licensed. They are codified in the &amp;quot;Free Software&amp;quot; and the &amp;quot;Open Source&amp;quot; definitions. &amp;quot;Free and Open Source Software&amp;quot; refers to software which has been made available under a free software license with the rights to run the program for any purpose, to study how the program works, to adapt it, and to redistribute copies, including modifications. These freedoms enable Open Source software development, a public, collaborative model that promotes early publishing and frequent releases. The Open Source Initiative has developed a set of 10 requirements of any software license that is to be considered an Open Source license under the Open Source Definition.&lt;br /&gt;

*Spiral 3 (WG3): geospatial analysis. More than 140 new geospatial functions for Web and Desktop available at [2]. Those pieces of software were made avaialable by OpenGDS  (South Korea). Educational material will be provided soon. The original material is available in Korean. It will be translated in English but some help in cleaning it by English native speakers is more than welcome.&lt;br /&gt;

*Spiral 4 (WG4): tools for data collection. The Unmanned Aerial Vehicle (UAV) based Rapid Geospatial Solution is part of the WG activities and the software will be available soon. * I discussed with  Kyoung-Soo Eom and Ki-Joune Li (the two chairs of UN Open GIS Initiative) the document “Resourcing ​Open​ ​Source​ ​Geospatial Training​ ​for​ ​the​ ​United​ ​Nations” [3]. The theme of sustainability is very relevant to UN Open GIS initiative (and more in general to UN). The Calls are meant for (young) researchers and educators and the proposal, as said,  is to produce training material similar to what is already available for other projects (like QGIS GeoAcademy or Boundless GIS, just to mention the two that we already used for the UN Open GIS Capacity Building).&lt;br /&gt;

Geographical Information Systems were seen as very special and very complex domain in India. There is a lot of hype attached with it and with that obviously high cost. So far such systems were seen as something to be used for high level planning and complex scientific operations by large corporates and Govt research agencies or departments only. Also the older mapping policy of India prevented virtually anybody except governments to possess any map data. &lt;br /&gt;
Some people are interested in mapdata as such licenced softwares remain unutilized in various government offices because they require either extensive training or easy availability on multiple locations. All this can be changed by the use of Free/Opensource software tools. There is hardly any proprietary GIS software that can show text in Unicode standard in maps. This is significant since all government data and most educational institutions work in local language media. FOSS GIS has already shown this solution. Thus, Free/Opensource Geospatial softwares which are much more powerful and usable can be used for developing systems where more and more public participation is sought. &lt;br /&gt;

Geographical Information Systems were seen as very special and very complex domain in India. There is a lot of hype attached with it and with that obviously high cost. So far such systems were seen as something to be used for high level planning and complex scientific operations by large corporates and Govt research agencies or departments only. Also the older mapping policy of India prevented virtually anybody except governments to possess any map data. &lt;br /&gt;
Some people are interested in mapdata as such licenced softwares remain unutilized in various government offices because they require either extensive training or easy availability on multiple locations. All this can be changed by the use of Free/Opensource software tools. There is hardly any proprietary GIS software that can show text in Unicode standard in maps. This is significant since all government data and most educational institutions work in local language media. FOSS GIS has already shown this solution. Thus, Free/Opensource Geospatial softwares which are much more powerful and usable can be used for developing systems where more and more public participation is sought. &lt;br /&gt;

The OSGeo-India Chapter is formed to fulfill the mission and objectives described in this document. OSGeo-India Chapter will earnestly follow the Local Chapter Guidelines stipulated by OSGeo and cooperate closely with OSGeo Board in promoting the use and development of OSGeo projects in India. This will help students better appreciate the 'benefits of' and *their* 'responsibility for' open source, open standards and open data in geospatial technology. &lt;br /&gt;

Widespread application of e-learning tools and open source GIS will increase access to GIS education. Free and open GI software helps make geospatial education available to students from economically poor backgrounds worldwide (removing the need for high cost proprietary GI software). Our key aim is to make it possible for students in developing and poor countries to also be able to receive highest quality geospatial education and have the tools to build their own solutions! One area that needs attention is &amp;quot;Train the Trainer&amp;quot; GIS programs for school teachers all over the world. Can you help? &lt;br /&gt;

It is very important we have open source GIS and standards-based solutions (OGC, ISO TC 211) to achieve widespread application of geotools at the grassroots level, especially in developing countries. The motto of ICA-OSGeo Labs initiative is &amp;quot;Geo For All.&amp;quot; By combining the potential of e-learning tools and open source geospatial software, the academic community can strengthen education in GIScience. This will help students better appreciate the 'benefits of' and *their* 'responsibility for' open source, open standards and open data in geospatial technology. &lt;br /&gt;
&lt;br /&gt;
Widespread application of e-learning tools and open source GIS will increase access to GIS education. Free and open GI software helps make geospatial education available to students from economically poor backgrounds worldwide (removing the need for high cost proprietary GI software). Our key aim is to make it possible for students in developing and poor countries to also be able to receive highest quality geospatial education and have the tools to build their own solutions! One area that needs attention is &amp;quot;Train the Trainer&amp;quot; GIS programs for school teachers all over the world. Can you help? &lt;br /&gt;

It is very important we have open source GIS and standards-based solutions (OGC, ISO TC 211) to achieve widespread application of geotools at the grassroots level, especially in developing countries. Open source GIS increases accessibility, low cost solutions and also lowers entry barriers for use of geospatial technologies by all.&lt;br /&gt;
