= About OSGeo Belgium =
Welcome to the wiki page of the Belgium OSGeo chapter.

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

== Communication ==

Discussions are held on the dedicated [http://lists.osgeo.org/cgi-bin/mailman/listinfo/belgium mailing list].
Next to the mailinglist there is a (board) meeting planned monthly, most of them trough digital communication. The meeting minutes can be found on this page.

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to
provide a specific Belgian forum.

OSGeo.be will be organising their first GeoDevEvening. The theme will be webmapping and especially Openlayers 3. There will be two speakers, Pierre Marchand of Atelier Cartographique wil give an overview of Webmapping tools. Later we will take a deeper dive with Thomas Gratier, one of the authors of the OpenLayers 3 Beginners guide.

OpenLayers 3 is a JavaScript based library for web mapping, published under BSD license. It groups a set of functionalities to create both lightweight web mapping applications and more heavy web mapping applications for advanced usages. It enables display of geographic features (markers, lines, polygons) with custom styles, most of the time with background maps services from various sources (including OpenStreetMap). It manages all interactions to select, draw geographic entities, display, measure geographic coordinates and manage different Earth representations using cartographic projections.

The event will happen at BEL in Brussels (those who were at FOSS4G.be will remember the place), next monday 18 april at 19:00 until 22:00. The event is free. You can register here.

Welcome to the wiki page of the Belgium OSGeo chapter.

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

== Communication ==

Discussions are held on the dedicated [http://lists.osgeo.org/cgi-bin/mailman/listinfo/belgium mailing list].
Next to the mailinglist there is a (board) meeting planned monthly, most of them trough digital communication. The meeting minutes can be found on this page.

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to
provide a specific Belgian forum.

OSGeo.be will be organising their first GeoDevEvening. The theme will be webmapping and especially Openlayers 3. There will be two speakers, Pierre Marchand of Atelier Cartographique wil give an overview of Webmapping tools. Later we will take a deeper dive with Thomas Gratier, one of the authors of the OpenLayers 3 Beginners guide.

OpenLayers 3 is a JavaScript based library for web mapping, published under BSD license. It groups a set of functionalities to create both lightweight web mapping applications and more heavy web mapping applications for advanced usages. It enables display of geographic features (markers, lines, polygons) with custom styles, most of the time with background maps services from various sources (including OpenStreetMap). It manages all interactions to select, draw geographic entities, display, measure geographic coordinates and manage different Earth representations using cartographic projections.

The event will happen at BEL in Brussels (those who were at FOSS4G.be will remember the place), next monday 18 april at 19:00 until 22:00. The event is free. You can register here.

==Introduction==

FOSS4G Europe is rooted in the FOSS4G Central and Eastern Europe conference series, back in 2012. The latter evolved in 2014 as the first edition of FOSS4G Europe in Bremen. The conference is now becoming the main european FOSS4G event, gathering people and OSGeo local chapters from all over Europe and beyond.

Since the conference in Bremen, thoughts and ideas where exchanged to organise OSGeo more on a European basis. The Industry group was started, a platform of people supporting the idea arose, but there was no real initiative for action.

This year we (OSGeoEU) have the ambition to organise a legal entity OSGEO-EU to create a stronger software group in Europe to defend the rights of open source from the perspective of the Geo-ecosystem.

In preparation for this official expression of interest, a couple of
meetings have already taken place.
a physical BOF @FOSS4G 2014 in Bremen, some mails, a BOF @FOSS4G 2015 in Como and some one physical meetings.

== Why should OSGeo have a European local chapter ==

* Europe has specific needs in terms adoption rate of open source software.
* An important initiative called 'INSPIRE' needs specific localised attention.
* OSGeo.EU is a sparring partner and representation (Single point of contact) for the European institutions in Brussels on behalve OSGeo, the other committees, local chapters and projects. Giving the existing local chapters a voice in Brussels.
* Europe also has specific business ecosystem.
** more than 99% of all the European businesses are SME's
** software industry in Europe is as big as the software industry in the US, but the driving forces are more divided
** FLOSS can be used as an opportunity to create a strong industry leadership in Europe
** OSGeo.EU can play a supporting role in this process

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific European themes

* support the European OSGeo members using FOSS4G software, help them to organise and bring into contact with governmental agencies and research institutes. Help them with European funded projects.

* encourage interoperability in European projects

* support European open standards and European directives such as INSPIRE

* provide support for the use of OSGeo software in education via European curriculum development, outreach, and capacity building

* to encourage communication between the different European local chapters

* to encourage different communities to work together where relevant

* Organisation of events

* Networking with other typically European organisations and groups (notably OSM, JRC, European projects, FIWARE, EUROGI, SMESpire, ... )

* Being logical parter to European Commission to discuss about open source software for geospatial and open geospatial data

Hi,

After the success of the first Belgian FOSS4G conference in 2015, we are pleased to announce our next edition! This conference will take place September 22 in the Brussels Environment and Energy Agency Conference venue at the Tour and Taxis site.

As a volunteer you will be able to participate in a number of tasks at the conference, such as staffing the registration desk or being chair of a presentation session. Volunteering gives you an unique opportunity to experience the conference in a different way. You will be playing an important part in the conference and have opportunities for networking with delegates while supporting the organisation.

If you would like to volunteer at the FOSS4G Belgium conference, please send an e-mail message to volunteers@foss4g.be with a short introduction about yourself and the tasks you would like to do at the conference.

: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to
provide a specific Belgian forum.

= About OSGeo Belgium =
Welcome to the wiki page of the Belgium OSGeo chapter.

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to

Welcome to the wiki page of the Belgium OSGeo chapter.

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

Discussions are held on the dedicated [http://lists.osgeo.org/cgi-bin/mailman/listinfo/belgium mailing list].
Next to the mailinglist there is a (board) meeting planned monthly, most of them trough digital communication. The meeting minutes can be found on this page.

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to
provide a specific Belgian forum.

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to
provide a specific Belgian forum.

= About OSGeo Belgium =

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

== A Mentor's Responsibilities ==

Being a mentor can take anywhere from 2-10 hours a week of your time depending on the student (it really ''is'' in your best interest to take on the strongest students you can find :). You must have the time to be responsive and an advocate for the student. No matter how cool the project is and how much your team needs the job done, if you can't commit to supporting it, experience shows that the best thing to do is not start it, i.e. even with the best of intentions don't set a student up to fail. Long story short, student projects simply can't go ahead without proper mentoring support.

Every student project will also have a '''backup mentor''', this person should come from your programming team and should at minimum keep up to date with the student's weekly developments. The best way is if the student is well integrated into your development team from the start, it lessens the workload on you and betters the buy-in from the rest of the community once you're ready for the final code merge.

You '''must''' be available at some time during the '''midterm and final evaluation period'''. If you will be away during these time periods please arrange with the OSGeo org admins and your backup mentor so that one of us can fill in your answers for you. These are hard cutoffs -- evaluations ''must'' be filed within these dates.

provide a specific Belgian forum.

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

*Session chairs serve as the "master of ceremonies" for one 90 minute session of presentations. Each session has three 25 minute presentations, with a 5 minute question-and-answer period after each. Chairs are expected to:

** ensure each speaker stays within his or her 30 minute combined presentations-plus-questions presentation limit,
** ensure the next presentation starts promptly as scheduled, and

Les communautés Open GIS francophones et néerlandophones du pays ont décidé d'unir leurs forces au sein de la [http://wiki.osgeo.org/wiki/Belgium représentation belge de la fondation OSGeo] et d'organiser leur première conférence [http://www.foss4g.be/ FOSS4G Belgium].

Cette conférence aura lieu le 29 octobre au [http://bel.brussels/ BEL sur le site de Tour & Taxis].
Des tâches comme renforcer l'équipe du bureau d'inscription ou présider et mener une conférence sont à pourvoir.
L'appel à volontaires est lancé !
Etre volontaire sera une occasion unique d'aborder la conférence d'une manière différente.
Vous y jouerez un rôle important et aurez l'opportunité de réseauter avec les différents participants tout en fournissant votre aide à l'organisation [1].

The Dutch and French speaking Open GIS communities in Belgium have decided to join their forces in a Belgian chapter of the OSGEO foundation and to organize the first FOSS4G Belgium. This conference will take place October 29 in the Brussels Environment and Energy Agency Conference venue at the Tour and Taxis site.

As a volunteer you will be able to participate in a number of tasks at the conference, such as staffing the registration desk or being chair of a presentation session. Volunteering gives you an unique opportunity to experience the conference in a different way. You will be playing an important part in the conference and have opportunities for networking with delegates while supporting the organisation.

If you would like to volunteer at the FOSS4G Belgium conference, please send an e-mail message to volunteers@foss4g.be with a short introduction about yourself and the tasks you would like to do at the conference.
