I think it would be good to construct a book outline. Obviously there would be a section with info about each of the major packages. I would also like to see an overview that ties things together. Also an interoperability chapter (or section) and some discussion on how to get various packages to interoperate.
We need to define who is the target reader(s): analysts, casual users, programmers? My suggestions for the outline: spatial data and data formats, real-world application examples, scripting. I think interoperation is (potentially) a very strong advantage of FS, so I suggest more rather than less discussion on that topic.
I live and work in Africa... have done so for too many years now. Two weeks ago the UN in Nairobi hosted the conference of the African Association for Remote Sensing of the Environment.Once again, as so many times in the past, the plea was for 'more hardware', 'more money for licenses' and 'more money for training'.

I suspect that many of these pleas are fallacious, or based on ignorance. I believe that EO-GEO and the OSS movement can cut through much of this bamboo and enable donor funds to be better focussed on the development of human skills.

Interested in making this book a stepping-stone in that direction?
Would it in fact be an idea to structure the book around introprability standards, i.e. a chapter per standard (rahter than a single interopability chapter). With a discusion of the applicable tools.

perhaps we even present this as a 'the right way to do things is to use Open Standards' and follow up with 'and by the way, you can do all of this with Open Source tools'
Yes, I like this idea. I'd like to foster an SDI (c.f. [Acronyms]) and thus starting from a basis of interoperability would be good.
I very much agree with interopertability focus, and then follow the tools from there. Indeed I'll even volunteer for WFS :) Also I would definitely like to follow the direction mick pointed out, as I'm going to Zambia next year to examine such issues, and thus will be able to justify a lot more work on this book if we can take it there.
Seems that this outline is very general. I am not quite sure if we want to write a GIS lecture book. I would think that Interoperability should be the focus. Then we would need Gazetteers in and some other things (like modelling) out of the outline.
Instead of editing I'd prefer to add a reply here...
How about having a more general chapter on the feature concept (OGC AS & ISO 191xx) which includes the CRS stuff and leads to more implementation-near technology like GML, WFS, the portrayal model and WMS (in this or reversed order)?

Wiki-Adoyle: Added section on unterstützung

This is the start page of the German language Local Chapters. This page documents the current dicsussion and has not yet been approved as official OSGeo policy!

Wahl
Die Wahl erfolgt über drei Zahlen:
-1 = Veto
0 = Mir egal

* absolute Mehrheit der Mitglieder
* alternativ alle anderen oder mindesten vier Mitglieder[2] mit einer +1 wählen.

Wiki-Adoyle: /* Interested Parties */

Goal
The goal of a WMS Tile Caching proposal, perhaps WMS-C for short, is to find a way to optimize the generation of map imagery for transmission across the Internet. The proposal needs to offer ideally a single means by which map clients can fetch tiles from existing servers, in such a way that map tiles can be cached on the server, or at an intermediate location, or even be completely pre-generated, if desired. The proposal should leverage the existing investment in OGC-compliant WMS servers on the 'Net.

Proposal
WMS-C as WMS Profile
One approach to take might be to define WMS-C (as in Web Mapping Service - Cached) as a constrained profile of WMS that permits servers to optimize their image generation, and allows tiles to be cached at intermediate points. The basic idea is that, unlike with WMS, two different requests for a given WMS-C tile should form the exact same request URL. This invites several constraints on WMS:

# Minimal query string arguments
# Fixed query string argument ordering
# Fixed range of possible bounding boxes, computed from the WMS-C profile parameters
# Fixed precision on bounding box values
# Fixed tile size in pixels
# Fixed layer name and/or layer name ordering

Some means of identifying these constraints programmatically on a per-server basis, a la GetCapabilities might be desirable.

A WMS-C proxy or server should be free to return an error or a redirect, if it receives a WMS request that is not WMS-C compliant.

Promote the use of open geospatial formats
Providing best-practise guidelines and examples for use of open and free standards for data (GML, WMS, WFS-T) and metadata (Dublin Core, RDF).

Promote public access to state-collected geodata
Additionally, links to other open data repostories shall be collected.
Present and explain licenses for public geodata
The PGDP aims to collect licenses suitable for the publishing of public geodata. The license shall be presented along with a summary of its benefits and focus.

Approach
The Public Geospatial Data Project of the Open Source Geospatial Foundation is currently in the "definition phase". That means that we're in the process of putting together information about the kinds of things we could do, which organizations might be relevant, how the project might be structured, etc. Since the entire OSGeo is new, we're really working out the process for starting a non-software based project as we go.

Likely scenario
* Information gathering
* Develop list of potential participants
* Invite people/organizations to express interest
* Discuss potential charter (is there an "official" OSGeo name for this?)
* Present charter to OSGeo Board for approval (or do the members also get to vote on it?)
** Charter should probably have "Terms of Reference" - i.e. what the group will do
** Charter should probably have an initial list of participants/organizations (not all need to be members)
** Charter should name a Chair and a Vice Chair (or co-chairs?) (must proposed chair already be a member or can s/he become a member by virtue of being part of this?)
* Assuming project is approved - Get to work!

Potential Members
If you add people/orgs to this list, please indicate whether you're adding yourself/your organization or whether you are "nominating" the person/organization as a potential member.

Mission
Promote the use of open geospatial formats
Providing best-practise guidelines and examples for use of open and free standards for data (GML, WMS, WFS-T) and metadata (Dublin Core, RDF).

Promote public access to state-collected geodata
Lead by example in demonstrating economic value and research activity generated by open access to public geographic information.

Run a repository of open geodata
A collection of geospatial datasets shall be hosted by the PGDP.

* Information gathering

* Information gathering

| I come from the Java side of the OSGeo fence, getting my start in GeoServer, where I was lead developer for a couple years, and GeoTools, where I still serve on the PMC. My time is made possible by The Open Planning Project (TOPP), a great non-profit in New York that has been the lead supporter of GeoServer for years now. I spent the last year in Zambia on a Fulbright Scholarship, looking at the potential for open source software to help implement spatial data infrastructures in developing countries. It was a bit of a failure, but I learned a ton, and I see a lot of potential for open source in developing countries, towards truly open spatial data infrastructures. I'm back at TOPP, in a new role as VP of Strategic Development, helping to grow the organization, and figuring out how to make our geospatial stuff self sustaining. Once that's rolling, I hope to reinvest extra revenue in to figuring out and building a truly open geospatial web. And just like apache and linux are the bedrock that the World Wide Web rests on, so too do I believe that the geospatial web necessarily must be built on a foundation of OS Geo software. My continuing thoughts on all of this can be found at http://cholmes.wordpress.com
As the OSGeo FAQ says:

"A non-voting (i.e. associate) member can do everything a voting member can do, except vote in board elections. They can be members of committees and vote on them. They can speak up, and contribute in every other way. The foundation aims to be a do-acracy, and so the way to have influence is to do things! Ultimately, of course, the foundation will only succeed in its mission if the entire community gets involved -- so please don't hesitate! We need your help!"

The membership nomination and election process is now complete, and the following community members have been selected as additional voting members of the foundation. We would like to stress that while the foundation needs a voting membership in order to insure a board is selected that is reasonably representative of the broad community, in essentially all other ways anyone can contribute equally in the work of the foundation. As the FAQ says:

"A non-voting (i.e. associate) member can do everything a voting member can do, except vote in board elections. They can be members of committees and vote on them. They can speak up, and contribute in every other way. The foundation aims to be a do-acracy, and so the way to have influence is to do things! Ultimately, of course, the foundation will only succeed in its mission if the entire community gets involved -- so please don't hesitate! We need your help!"

* Information gathering

Introduction
The Public Geospatial Data Project of the Open Source Geospatial Foundation is currently in the "definition phase". That means that we're in the process of putting together information about the kinds of things we could do, which organizations might be relevant, how the project might be structured, etc. Since the entire OSGeo is new, we're really working out the process for starting a non-software based project as we go.

Likely scenario
* Information gathering
