(English) With the "Geo for All Iberoamérica" the iberoamerican region wise thematic group established, the chairs of this group are now the contact points for any new labs to be established in Latin America & the Caribbean, Spain and Portugal. The list becomes the first point of contact for the new members. All regional members in the group can use the list for collaborating on regional funding calls, FOSS4G local conferences etc.

This way, we can asure the expansion and consolidation of the group, and it will satisgy any local/region requirements/needs. All ideas are welcome.

In September 2011, the Open Source Geospatial Foundation (OSGeo) and the International Cartographic Association (ICA) signed a Memorandum of Understanding with the aim of developing on a global basis collaboration opportunities for academia, industry and government organizations in open source GIS software and data. The MoU aims to provide expertise and support for the establishment of Open Source Geospatial Laboratories across the world for supporting development of open-source geospatial software, open data, open standards training and expertise. ISPRS joined this initiative in 2014. The motto of ICA-OSGeo Lab initiative is "Geo For All".Central to "Geo for All" mission is the belief that knowledge is a public good and Open Principles in Education will provide great opportunities for everyone. === Key requirements for establishing a local Lab and joining the "Geo for All" initiative ===

(A) Both parties should work for the vision of the [[MOU_ICA|ICA-OSGeo MoU]] to develop collaboration opportunities for academia, industry and government organizations in open source GIS software ,open data and open education in the future.

(B) At least one person at your institution or organization should have strong knowledge in geospatial information science and vision to lead this activity and to build a team of people, locally. This person should act as a liaison officer to the initiative.

(C) There should be a website established for your Open Source Geospatial Laboratory listing current research, people, and training information. This web presence will allow other nodes in the network and the general public to understand and promote your local efforts around research and teaching of open source geospatial technologies and approaches. The website should be established within a year of the lab announcement and has to be maintained at least annually.

(D) GEO4ALL MAKES A COMMITMENT TO promote the initiative widely through both OSGeo and ICA channels to help build up collaboration opportunities for the future. We will also do a joint press release to announce the initiative and start building collaborations. A primary collaborative initiative continues to be the creation and maintenance of shared open access educational resources and/or active participation in the open source software and data development. We will also add the information of all labs in the Open Geospatial Lab network node site within OSGeo website so that all participating labs urls are added and linked.

We especially welcome applications from universities, educational institutes, government organisations in developing countries to help develop capacity building in geospatial education by establishing Open Source Geo Labs.

* Data sharing – Municipalities need to be able to share information with site developers, site constraint specialists (environmental scientists, planners and engineers), utility service providers and regulators. The following information is requested on a regular basis for a wide variety of location based solutions, namely (ESRI products, Autodesk products and standard office products such as excel, access, etc.). These data sets most often include, in order of importance:
** Imagery (3-inch pixel is preferred, 1 foot pixel is less preferred, 1 meter is getting much less preferred)
** Cadastral Information (parcel polygons, Rights of Way (ROW), property ownership, assessment and taxation information and property class)
** Address Information (house number, street name, City, zip, site location (coordinates) and zoning information)

** Elevation Information (DEM’s (raster), DTM’s (vector), contours and spot elevation points, as well as mass points and break lines)
** Waterways and protected areas (wetlands, fish-bearing streams, endangered species habitat, well-head protection zones, etc.)
** Facilities a.k.a. utilities (waste-water, storm-water, transportation systems, power, drinking water, etc. who owns the facility, who maintains the facility, etc.)
** Structures a.k.a. facilities (bridges, building foot prints, complexes, monuments, etc.)
** Documents (reference material, procedures, regulations, metadata, etc.)
** Lidar everyone wants yet few understand how to put it to good use (we are spoiled with 8 points per meter, 4-2 points per meter is still of good value)

* Biggest challenges: data simplification, data currency, projection (datum) conversion, unit conversion (metric to standard), storage, firewalls, metadata, and then use once received . . . expertise with highly complex ever changing location based tools typically results in the need for some hand holding, then after being used, how to keep it current . . . (interoperable and open web services)

* Site review – Municipalities need to evaluate the impact of proposed development activity on the existing build and natural environment, which typically includes estimating how much cut and fill is being proposed, how proposed land alteration impacts surface drainage, how proposed structures will to connect to city services (waste-water, storm-water, drinking-water, power, etc.), how steep the roads will be (slope for fire trucks), how close to wetlands and other protected waters of the state. This effort is led by Suchith Anand at the University of Nottingham, UK.

In September 2011, the Open Source Geospatial Foundation (OSGeo) and the International Cartographic Association (ICA) signed a Memorandum of Understanding with the aim of developing on a global basis collaboration opportunities for academia, industry and government organizations in open source GIS software and data. The MoU aims to provide expertise and support for the establishment of Open Source Geospatial Laboratories and Research Centres across the world for supporting development of open-source geospatial software technologies, training and expertise. It also aims to provide support for building-up and supporting development of open source GIS teaching and training materials, joint organization of open source GIS events, workshops through the ICA network for wider participation globally etc. Details at [[MOU_ICA]].

The key requirements for establishing a local OSGL are:

(B) Someone at your institution or organization should have a strong Geospatial knowledge and vision to lead this activity and build a team of people, locally.

(C) There should be a website established for your Open Source Geospatial Laboratory listing current research, people, and training information. This web presence will allow the other nodes in the network and others to understand and promote your local efforts around research and teaching of open source geospatial technologies and approaches.

From our end, we will promote the initiative widely through both OSGeo and ICA channels to help build up collaboration opportunities for the future. We will also do a joint press release to announce the initiative and start building collaborations. A primary collaborative initiative continues to be the creation and maintenance of shared open access educational resources (for example [http://elogeo.nottingham.ac.uk/ the ELOGeo platform]). We will also add the info of all labs in the Open Geospatial Lab network node site within OSGeo website so that all participating labs urls are added and linked.

We especially welcome applications from universities, educational institutes, government organisations in developing countries to help develop capacity building in geospatial education by establishing Open Source Geo Labs.
