Además creo que es muy importante mantener el máximo de información en los máximos idiomas posibles, para que todos tengan la oportunidad de aprovechar el código libre y abierto - no solo los países de habla inglesa. <br />

Soy el presidente de la fundación OSGeo, miembro del directorio de arquitectura de software en el OGC y desde hace muchos años grabo coordenadas con un GPS para el proyecto OSM. En las pasadas semanas estuvimos de viaje y recolectamos más de 2000km de carreteras del interior de Perú, que hasta el día no existían en formato digital accessible en Internet. Si tengo tiempo entre mis ocupaciones como voluntario, a veces también trabajo como consultor y formador en implementaciones IDE con software libre y código abierto en mi empresa WhereGroup en Alemania. Desde la fundación en 1998 la empresa creció hasta tener 20 empleados y desde 2003 se sostiene exclusivamente produciendo y soportando código abierto geoespacial.<br />

Primero quiero diferenciar los términos abierto y libre un poco. A veces se habla de software libre (Free Software) y a veces se habla de código (o fuente) abierto (Open Source). Wikipedia dice: "La principal diferencia entre los términos "open source" y "free software" es que éste último tiene en cuenta los aspectos éticos y filosóficos de la libertad, mientras que el "open source" se basa únicamente en los aspectos técnicos." (http://es.wikipedia.org/wiki/Software_libre)<br />

En la página http://es.wikipedia.org/wiki/Código_abierto dice: "Desde el punto de vista de una "traducción estrictamente literal", el significado textual de "código abierto" es que "se puede mirar el código fuente", por lo que puede ser interpretado como un término más débil y flexible que el del software libre. Sobre esta base, se argumenta que un programa de código abierto puede ser software libre, pero también puede ser semilibre o incluso completamente no libre. Sin embargo, por lo general, un programa de código abierto puede ser y de hecho es software libre, como igualmente un programa Software Libre es Open Source. Esto ocurre dado que ambos movimientos reconocen el mismo conjunto de licencias y mantienen principios equivalentes."<br />

Yo creo que la diferencia es importante y se tiene que tener en mente en un debate con otras personas sin conocimientos del tema. Pero para que no tengamos que gastar el resto de mis minutos discutiendo sobre un tema muy especial, mi propuesta es hablar de FOSS (Free and Open Source Software). Todavía más preciso sería usar el acrónimo FLOSS en cual la letra "L" se traduce como "Libre" en libertad. El problem es que "floss" en inglés significa "hilo dental" y vamos a perder todo un mundo de desarolladores que se limpian los dientes. Así que para ésta introducción al tema basta saber que el mensaje fundamental de ambos dos términos "abierto" y "libre" cuando van junto a los términos "software", "código" y "fuente" es la antítesis de Software No Libre (Proprietary Software).<br />

El término abierto tiene potencial para la ambigüedad. Tomando Wikipedia como referencia ya vemos que en todos los idiomas, por lo menos los que yo entiendo, en Alemán, en Inglés y en Español el término [http://es.wikipedia.org/wiki/Abierto abierto es redirigido] hasta a una página de desambiguación. Por eso quiero presentar y quizás tambien explicar un poco qué es lo que se quiere decir con el término "abierto" en el consorcio OGC, la fundacion OSGeo y la comunidad OSM.<br />

== Cosificación de Código ==<br />
El código del sóftware no es nada más que conocimiento organizado y registrado de forma parecieda a la lírica. Los desarrolladores de sóftware no son nada menos que autores de lírica - aúnque la mayoría de la gente quizás no lo crea. Este también fue el destino de muchos poetas... <br />

En español me falta la palabra inglesa "proprietary" o la alemana "proprietär" que no encontré en ningún diccionario. Esta palabra describe tomar algo en posesión, exáctamente lo que se ha hecho con código de sóftware que se desarolló en universidades e instituciones científicas. Existe una diferencia fundamental entre sóftware (conocimiento codificado) y cosas físicas. Un ejemplo que me gusta dar cuando explico la diferencia entre cosas físicas y código de sóftware es una fosofrera (un encendedor) que puedo comprar en todos lados. En el momento que la doy a alguien yo ya no la tengo. Bueno - ésto no parece ser gran cosa, pero dígame - ¿qué pasa si le doy mi sóftware a usted? En ese caso aún lo tengo. La diferencia entre "cosas" y sóftware es tan fundamentál que es imposible no verla. Por eso muchas empresas gastan mucha energía, esfuerzo y más dinero tratando de confundirnos con conceptos como "propriedad intelectual" - algo que por si mismo es completamente imposible. Sí, me oye bien, propiedad intelectual es un concepto destructivo y espero que desaparezca en décadas venideras. Lo bueno es que ésto va pasar ocurra lo que ocurra, yo sólo puedo acelerar el proceso un poquitito en encuentros como este. <br />

Empezó en la conferencia y feria OSG 2005 en Minnesota, Minneapolis, EEUU. En el panel de "Negocio con Sóftware Libre" al final de la conferencia, apareció Autodesk, bien concocido por sus esfuerzos en proteger el código de su sóftware y sus formatos. A algunos delegados de la conferencia esto ya les pareció un poco extraño, y al final de año 2005 Autodesk anunció que había liberado su sóftware MapGuide bajo la licencia GNU LGPL - una buena noticia. Lo malo era que también habían creado una fundación llamada MapServer y querían distribuir su propio sóftware bajo éste nombre y querían que el MapServer originál se llamaría Cheetah en el futuro. Ésto no le gustó nada a la comunidad de usuarios quienes protestaron fuertemente en la lista de correo electrónico. Demoró un mes hasta que el tono de la comunicación bajó a un nivel civilizado, era una crísis bastante grave para MapServer, sus desarrolladores, la comunidad y la imagen de Autodesk como parte de la industria del Sóftware Libre para la geomática. <br />

Para arreglar esta situación, en Febrero de 2006 se encontraron 20 individuos de la ''informal'' comunidad de proyectos de Sóftware Libre para geomática a invitación de Autodesk en Chicago. La base de la fundación, tanto entonces como hoy, es el mérito de los miembros. Voy a tratar de hablar en Español porque espero que de este modo más gente pueda entender lo que queremos hacer en la fundación OSGeo. Además creo que es muy importante mantener el máximo de información en los máximos idiomas posibles, para que todos tengan la oportunidad de aprovechar el código libre y abierto - no solo los países de habla inglesa. <br />

Yo creo que la diferencia es importante y se tiene que tener en mente en un debate con otras personas sin conocimientos del tema. Pero para que no tengamos que gastar el resto de mis minutos discutiendo sobre un tema muy especial, mi propuesta es hablar de FOSS (Free and Open Source Software). Todavía más preciso sería usar el acrónimo FLOSS en cual la letra "L" se traduce como "Libre" en libertad. El problem es que "floss" en inglés significa "hilo dental" y vamos a perder todo un mundo de desarolladores que se limpian los dientes. Así que para ésta introducción al tema basta saber que el mensaje fundamental de ambos dos términos "abierto" y "libre" cuando van junto a los términos "software", "código" y "fuente" es la antítesis de Software No Libre (Proprietary Software).<br />

En español me falta la palabra inglesa "proprietary" o la alemana "proprietär" que no encontré en ningún diccionario. Esta palabra describe tomar algo en posesión, exáctamente lo que se ha hecho con código de sóftware que se desarolló en universidades e instituciones científicas. Existe una diferencia fundamental entre sóftware (conocimiento codificado) y cosas físicas. Un ejemplo que me gusta dar cuando explico la diferencia entre cosas físicas y código de sóftware es una fosofrera (un encendedor) que puedo comprar en todos lados. En el momento que la doy a alguien yo ya no la tengo. Bueno - ésto no parece ser gran cosa, pero dígame - ¿qué pasa si le doy mi sóftware a usted? En ese caso aún lo tengo. La diferencia entre "cosas" y sóftware es tan fundamentál que es imposible no verla. Por eso muchas empresas gastan mucha energía, esfuerzo y más dinero tratando de confundirnos con conceptos como "propriedad intelectual" - algo que por si mismo es completamente imposible. Sí, me oye bien, propiedad intelectual es un concepto destructivo y espero que desaparezca en décadas venideras. Lo bueno es que ésto va pasar ocurra lo que ocurra, yo sólo puedo acelerar el proceso un poquitito en encuentros como este. <br />

En el panel de "Negocio con Sóftware Libre" al final de la conferencia, apareció Autodesk, bien concocido por sus esfuerzos en proteger el código de su sóftware y sus formatos. A algunos delegados de la conferencia esto ya les pareció un poco extraño, y al final de año 2005 Autodesk anunció que había liberado su sóftware MapGuide bajo la licencia GNU LGPL - una buena noticia. Lo malo era que también habían creado una fundación llamada MapServer y querían distribuir su propio sóftware bajo éste nombre y querían que el MapServer originál se llamaría Cheetah en el futuro. Ésto no le gustó nada a la comunidad de usuarios quienes protestaron fuertemente en la lista de correo electrónico. Demoró un mes hasta que el tono de la comunicación bajó a un nivel civilizado, era una crísis bastante grave para MapServer, sus desarrolladores, la comunidad y la imagen de Autodesk como parte de la industria del Sóftware Libre para la geomática. <br />

Yo creo que la diferencia es importante y se tiene que tener en mente en un debate con otras personas sin conocimientos del tema. Pero para que no tengamos que gastar el resto de mis minutos discutiendo sobre un tema muy especial, mi propuesta es hablar de FOSS (Free and Open Source Software). Todavía más preciso sería usar el acrónimo FLOSS en cual la letra "L" se traduce como "Libre" en libertad. El problem es que "floss" en inglés significa "hilo dental" y vamos a perder todo un mundo de desarolladores que se limpian los dientes. Así que para ésta introducción al tema basta saber que el mensaje fundamental de ambos dos términos "abierto" y "libre" cuando van junto a los términos "software", "código" y "fuente" es la antítesis de Software No Libre (Proprietary Software).<br />

En español me falta la palabra inglesa "proprietary" o la alemana "proprietär" que no encontré en ningún diccionario. Esta palabra describe tomar algo en posesión, exáctamente lo que se ha hecho con código de sóftware que se desarolló en universidades e instituciones científicas. Existe una diferencia fundamental entre sóftware (conocimiento codificado) y cosas físicas. Un ejemplo que me gusta dar cuando explico la diferencia entre cosas físicas y código de sóftware es una fosofrera (un encendedor) que puedo comprar en todos lados. En el momento que la doy a alguien yo ya no la tengo. Bueno - ésto no parece ser gran cosa, pero dígame - ¿qué pasa si le doy mi sóftware a usted? En ese caso aún lo tengo. La diferencia entre "cosas" y sóftware es tan fundamentál que es imposible no verla. Por eso muchas empresas gastan mucha energía, esfuerzo y más dinero tratando de confundirnos con conceptos como "propriedad intelectual" - algo que por si mismo es completamente imposible. Sí, me oye bien, propiedad intelectual es un concepto destructivo y espero que desaparezca en décadas venideras. Lo bueno es que ésto va pasar ocurra lo que ocurra, yo sólo puedo acelerar el proceso un poquitito en encuentros como este. <br />

Voy a tratar de hablar en Español porque espero que de este modo más gente pueda entender lo que queremos hacer en la fundación OSGeo. Además creo que es muy importante mantener el máximo de información en los máximos idiomas posibles, para que todos tengan la oportunidad de aprovechar el código libre y abierto - no solo los países de habla inglesa. <br />

Soy el presidente de la fundación OSGeo, miembro del directorio de arquitectura de software en el OGC y desde hace muchos años grabo coordenadas con un GPS para el proyecto OSM. En las pasadas semanas estuvimos de viaje y recolectamos más de 2000km de carreteras del interior de Perú, que hasta el día no existían en formato digital accessible en Internet. Si tengo tiempo entre mis ocupaciones como voluntario, a veces también trabajo como consultor y formador en implementaciones IDE con software libre y código abierto en mi empresa WhereGroup en Alemania. Desde la fundación en 1998 la empresa creció hasta tener 20 empleados y desde 2003 se sostiene exclusivamente produciendo y soportando código abierto geoespacial.<br />

Primero quiero diferenciar los términos abierto y libre un poco. A veces se habla de software libre (Free Software) y a veces se habla de código (o fuente) abierto (Open Source). Wikipedia dice: "La principal diferencia entre los términos "open source" y "free software" es que éste último tiene en cuenta los aspectos éticos y filosóficos de la libertad, mientras que el "open source" se basa únicamente en los aspectos técnicos." Yo creo que la diferencia es importante y se tiene que tener en mente en un debate con otras personas sin conocimientos del tema. Pero para que no tengamos que gastar el resto de mis minutos discutiendo sobre un tema muy especial, mi propuesta es hablar de FOSS (Free and Open Source Software). Todavía más preciso sería usar el acrónimo FLOSS en cual la letra "L" se traduce como "Libre" en libertad. El problem es que "floss" en inglés significa "hilo dental" y vamos a perder todo un mundo de desarolladores que se limpian los dientes. Así que para ésta introducción al tema basta saber que el mensaje fundamental de ambos dos términos "abierto" y "libre" cuando van junto a los términos "software", "código" y "fuente" es la antítesis de Software No Libre (Proprietary Software).<br />

En español me falta la palabra inglesa "proprietary" o la alemana "proprietär" que no encontré en ningún diccionario. Esta palabra describe tomar algo en posesión, exáctamente lo que se ha hecho con código de sóftware que se desarolló en universidades e instituciones científicas. Existe una diferencia fundamental entre sóftware (conocimiento codificado) y cosas físicas. Un ejemplo que me gusta dar cuando explico la diferencia entre cosas físicas y código de sóftware es una fosofrera (un encendedor) que puedo comprar en todos lados. En el momento que la doy a alguien yo ya no la tengo. Bueno - ésto no parece ser gran cosa, pero dígame - ¿qué pasa si le doy mi sóftware a usted? En ese caso aún lo tengo. La diferencia entre "cosas" y sóftware es tan fundamentál que es imposible no verla. Por eso muchas empresas gastan mucha energía, esfuerzo y más dinero tratando de confundirnos con conceptos como "propriedad intelectual" - algo que por si mismo es completamente imposible. Sí, me oye bien, propiedad intelectual es un concepto destructivo y espero que desaparezca en décadas venideras. Lo bueno es que ésto va pasar ocurra lo que ocurra, yo sólo puedo acelerar el proceso un poquitito en encuentros como este. <br />

En el panel de "Negocio con Sóftware Libre" al final de la conferencia, apareció Autodesk, bien concocido por sus esfuerzos en proteger el código de su sóftware y sus formatos. A algunos delegados de la conferencia esto ya les pareció un poco extraño, y al final de año 2005 Autodesk anunció que había liberado su sóftware MapGuide bajo la licencia GNU LGPL - una buena noticia. Lo malo era que también habían creado una fundación llamada MapServer y querían distribuir su propio sóftware bajo éste nombre y querían que el MapServer originál se llamaría Cheetah en el futuro. Ésto no le gustó nada a la comunidad de usuarios quienes protestaron fuertemente en la lista de correo electrónico. Demoró un mes hasta que el tono de la comunicación bajó a un nivel civilizado, era una crísis bastante grave para MapServer, sus desarrolladores, la comunidad y la imagen de Autodesk como parte de la industria del Sóftware Libre para la geomática. <br />

La diferencia entre "cosas" y sóftware es tan fundamentál que es imposible no verla. Por eso muchas empresas gastan mucha energía, esfuerzo y más dinero tratando de confundirnos con conceptos como "propriedad intelectual" - algo que por si mismo es completamente imposible. Sí, me oye bien, propiedad intelectual es un concepto destructivo y espero que desaparezca en décadas venideras. Lo bueno es que ésto va pasar ocurra lo que ocurra, yo sólo puedo acelerar el proceso un poquitito en encuentros como este. <br />

En los siquientes años fundaron la Open Geospatial Foundation (OGF) y un año más tarde el OGC. Los primeros miembros eran quince empresas, universidades y administraciones públicas. <br />

La historia de la [http://es.wikipedia.org/wiki/Open_Source_Geospatial_Foundation Open Source Geospatial Foundation] está bien documentada en la página [[History]] de éste Wiki (aúnque nos falta un poco más detalle). Empezó en la conferencia y feria OSG 2005 en Minnesota, Minneapolis, EEUU. En el panel de "Negocio con Sóftware Libre" al final de la conferencia, apareció Autodesk, bien concocido por sus esfuerzos en proteger el código de su sóftware y sus formatos. A algunos delegados de la conferencia esto ya les pareció un poco extraño, y al final de año 2005 Autodesk anunció que había liberado su sóftware MapGuide bajo la licencia GNU LGPL - una buena noticia. Lo malo era que también habían creado una fundación llamada MapServer y querían distribuir su propio sóftware bajo éste nombre y querían que el MapServer originál se llamaría Cheetah en el futuro. Ésto no le gustó nada a la comunidad de usuarios quienes protestaron fuertemente en la lista de correo electrónico. Demoró un mes hasta que el tono de la comunicación bajó a un nivel civilizado, era una crísis bastante grave para MapServer, sus desarrolladores, la comunidad y la imagen de Autodesk como parte de la industria del Sóftware Libre para la geomática. <br />

Para arreglar esta situación, en Febrero de 2006 se encontraron 20 individuos de la ''informal'' comunidad de proyectos de Sóftware Libre para geomática a invitación de Autodesk en Chicago. Después de intensas discusiones y con ayuda de Brian Behlendorf de la Fundación Apache, instituyeron la fundación por segunda vez, ahora bajo el nombre genérico "Open Source Geospatial Foundation" (OSGeo). Desde entonces la fundación se desarolló con unos fundamentos basados en la comunicación, el desarollo de sóftware de código abierto y una forma de gobierno libre. La base de la fundación, tanto entonces como hoy, es el mérito de los miembros. Las estructuras organizativas son de perfil bajo, transparentes y abiertas pero ofrecen seguridad al usuario, sea de la administración pública, empresas, universidades o individuos.<br />

Ha pasado un año desde que se iniciaran las actividades del Capítulo Local para el Español de la Fundación OSGeo (OSGeo Spanish). Se presentará un resumen de las actividades llevadas a cabo durante este año en la comunidad OSGeo Spanish, el estado de las mismas y las previsiones para el año 2008.<br />

Desde la creación de la lista de correo a la presentación de este mismo informe en el FOSS4G2007 en Victoria (Canadá), se han iniciado los primeros contactos entre la comunidad hispano-hablante y la comunidad principalmente anglosajona de OSGeo. Desde un punto de vista general, sin adherirse a ningún proyecto en particular, OSGeo Spanish pretende afianzar una comunidad de usuarios y desarrolladores de Software Libre para la Geomática.<br />

The main focus of the vocal bits of the German language OSGeo community has been to spread word and promote GIS and WebGIS solutions with Free Software. <br />

The most appropriate way to accomplish this over the last years was to organize and take part in events. In 2007 we had various of them:<br />

** The German language Open Source GIS community meets at the FOSSGIS conference. It is the largest annual conference focusing on FOSSGIS and sees growing numbers of attendees very year. <br />
* OSGeo Park at the [[Intergeo]]- The Intergeo is the largest recurring GIS event, trade show and congress in Europe attracting more than 10k people. The OSGeo Park hosts a presentation forum for users, free-of-cost booths for OSGeo projects and is funded by FOSSGIS companies exhibiting. It is a perfect example of [[Coopetition]]. Get some impressions from the [[Intergeo_2006_Report]]. <br />
** OSGeo operated the Open Source Park of the Intergeo together with the Hinte-Messe GmbH, organizer of the exhibition and conference. <br />
** With an exhibition area of 30 by 20 meters the OSGeo Open Source Park was one of the largest booths at the fair. <br />
** Focus of the Intergeo trade show is clearly business and end customer oriented. <br />
** Of the 16,000 Intergeo visitors several thousand made it to the OSGeo sector to pick up info sheets and listen to presentations. <br />
** Those who wanted to get more detailed information talked to the booth staff of roundabout 30 people from all areas of IT and FOSS GIS business. <br />
* The Open Source-Day at [[AGIT]]<br />
** This event is focused more on scientific attendees and has a strong academic foundation.<br />
** The recurring special seminar focusing on Free and Open Source Software methodologies in the spatial context is in its fifth aeyr now. <br />

** 2006 was the first public appearance of OSGeo in Germany<br />
** 2007 saw the joint effort together with the GAV eV.<br />

The FOSSGIS community in Germany is quite heterogeneous and reaching consensus is a long process with frequently more or less fruitful discussions on various topics. One reason may be, that the history of Free Software in Germany goes back quite a long time - well before OSGeo came into existence. Some initiatives still have sensitivities and face problems in sharing the role of Free Software promoters with others.<br />

Events, conferences ([[FOSSGIS 2008]], AGIT 2008, LinuxTag 2008, Intergeo OSGeo-Park 2008). Eventually we would like to have an organization that is well embedded into OSGeo but also has a local focus to be able to collect funding from European grant programs and the public administration. Currently it is not possible for the public administration to fund OSGeo directly. Die OSGeo Foundation ist eine rechtliche Organisation die aus 45 Mitgliedern und 9 Direktoren besteht. Alle offiziellen Projekte und Dokumente müssen von dem Direktorium abgenommen werden bevor sie offiziellen Status erreichen. Offizielle Dokumente werden in den statischen Dokumenten-Ordner auf osgeo.org hinterlegt und werden dadurch "Official Policy" der OSGeo Foundation.
