== '''About India OSGeo Chapter''' ==

Geographical Information Systems were seen as very special and very complex domain in India. There is a lot of hype attached with it and with that obviously high cost. So far such systems were seen as something to be used for high level planning and complex scientific operations by large corporates and Govt research agencies or departments only. Also the older mapping policy of India prevented virtually anybody except governments to possess any map data. The picture is however changing fast.

With recent developments in the areas of right-to-information and National Map Policy (http://dst.gov.in/whats_new/press_releases05/cabinet-approves.htm), there is a sudden increased awareness towards GIS based information systems. National Urban Renewal Mission (http://pmindia.nic.in/lspeech.asp?id=235), a well funded initiative has made use of GIS in urban local bodies mandatory. A large portion of geodata will now be freely available.All goverement departments are now trying to find easier ways to manage, update and publish information for the public. There are also large number of NGOs and citizen organisation which are working in areas like ubran poverty, town planning, solid waste management,rural development, school education,environmental issues etc. and they have started understanding and appreciating the importance of community GIS systems.

However growth of GIS is hindered by highly priced proprietory softwares and unavailability of public geodata. Many of such licenced softwares remain unutilized in various government offices because they require either extensive training or easy availability on multiple locations. All this can be changed by the use of Free/Opensource software tools. There is hardly any proprietory GIS software that can show text in Unicode standard in maps . This is significant since all governmet data and most educational institutions work in local language media . FOSS GIS has already shown this solution. Thus, Free/Opensource Geospatial softwares which are much more powerful and usable can be used for developing systems where more and more public participation is sought.

The India OSGeo Chapter is formed to fulfill the mission
and objectives described in this document. India OSGeo Chapter will earnestly follow the Local Chapter Guidelines stipulated by OSGeo and cooperate closely with OSGeo Board in promoting the use and development of OSGeo projects in India. The India OSGeo Chapter will strive to serve anyone interested in Open Source Geospatial Solutions and related issues, and to cover all the activities associated with the application, development and promotion of Open Source Geospatial solutions in India.

OSGeo India Chapter is, presently, a voluntary organization, and has not been registered as a legal body. At present, OSGeo legal status is similar to other Open Source related organizations in India such as "Linux India" (http://www.linux-india.org/), "gnomebangalore"(http://www.gnomebangalore.org/) or "KDE India" (http://in.kde.org/). Recently, "Free Software Foundation India" (FSF India) was registered as company and been granted the 80G status under Income Tax Act. India OSGeo Chapter is still a
nascent voluntary organization and will consider the modalities to
register as a legal body at some stage in the future. The India OSGeo Chapter will consult a certified tax cosultant when necessary to ensure compliance with the Indian tax laws.

He is to my mind one the person responsible for the successful transition initiated by the MSP for the use in its every day missions of geospatial free and open source technologies. Based on these successful initiatives, the geomatics department of the MSP acts now as a pioneer among the different public organisations in the adoption of open source technologies in the Quebec Province. In 2009, Simon has also been elected as a board member of the steering committee of the OSGeo Quebec local chapter. He has been one of the co-organisers of the 1st rendez-vous OSGeo-Quebec (http://rendez-vous-osgeo-qc.org/2010/) which have gathered about 100 attendees from different organisations and offered the Quebec community to meet and discuss with different members of the OSGeo international (see http://rendez-vous-osgeo-qc.org/2010/conferenciers/). Recently, Simon has joined Spatialytics (http://www.spatialytics.com), a new startup in Quebec city which at developing a commercial open source Geospatial BI (Business Intelligence) Suite.

* Maria is a professor of geomatics at Politecnico di Milano, Campus in Como, Italy and one of the most active members in the OSGeo educational committee. She has provided invaluable leadership in organizing academic tracks and tutorials at FOSS4G conferences and her work with students is highly regarded in the GFOSS community. She has incorporated GFOSS in her teaching for many years and advised numerous student projects that produced sophisticated modules for GRASS GIS. She is an Associate Editor of the journal Applied Geomatics, and co-chair of the ISPRS working group IV/5 on Distributed and Web-Based Geoinformation Services and Applications providing important OSGeo connection to the WebGIS professional community.

Geographical Information Systems were seen as very special and very complex domain in India. There is a lot of hype attached with it and with that obviously high cost. So far such systems were seen as something to be used for high level planning and complex scientific operations by large corporates and Govt research agencies or departments only. Also the older mapping policy of India prevented virtually anybody except governments to possess any map data. The picture is however changing fast.

With recent developments in the areas of right-to-information and National Map Policy (http://dst.gov.in/whats_new/press_releases05/cabinet-approves.htm), there is a sudden increased awareness towards GIS based information systems. National Urban Renewal Mission (http://pmindia.nic.in/lspeech.asp?id=235), a well funded initiative has made use of GIS in urban local bodies mandatory. A large portion of geodata will now be freely available.All goverement departments are now trying to find easier ways to manage, update and publish information for the public. There are also large number of NGOs and citizen organisation which are working in areas like ubran poverty, town planning, solid waste management,rural development, school education,environmental issues etc. and they have started understanding and appreciating the importance of community GIS systems.

However growth of GIS is hindered by highly priced proprietory softwares and unavailability of public geodata. Many of such licenced softwares remain unutilized in various government offices because they require either extensive training or easy availability on multiple locations. All this can be changed by the use of Free/Opensource software tools. There is hardly any proprietory GIS software that can show text in Unicode standard in maps . This is significant since all governmet data and most educational institutions work in local language media . FOSS GIS has already shown this solution. Thus, Free/Opensource Geospatial softwares which are much more powerful and usable can be used for developing systems where more and more public participation is sought.

The India OSGeo Chapter is formed to fulfill the mission
and objectives described in this document. India OSGeo Chapter will earnestly follow the Local Chapter Guidelines stipulated by OSGeo and cooperate closely with OSGeo Board in promoting the use and development of OSGeo projects in India. | I come from the Java side of the OSGeo fence, getting my start in GeoServer, where I was lead developer for a couple years, and GeoTools, where I still serve on the PMC. I spent the last year in Zambia on a Fulbright Scholarship, looking at the potential for open source software to help implement spatial data infrastructures in developing countries. I'm back at TOPP, in a new role as VP of Strategic Development, helping to grow the organization, and figuring out how to make our geospatial stuff self sustaining. Once that's rolling, I hope to reinvest extra revenue in to figuring out and building a truly open geospatial web. And just like apache and linux are the bedrock that the World Wide Web rests on, so too do I believe that the geospatial web necessarily must be built on a foundation of OS Geo software. I wrote the Linux Mini-HOWTO on GRASS-GIS (which is now woefully out of date); and taught short courses in scientific (as opposed to cartographic) GIS since 1980. In 1994 I moved my teaching to the Web, developing the CyberInstitute Short-Course on GIS. Currently, I'm at UN ESCAP. Open-Source is a great capacity- building environment for software communities worldwide. In developing countries, rather than being stuck merely teaching people to cut and paste stuff within a proprietary office suite, you can be part of the full development team, customizing the software to your community's needs, helping your country to have its own software development community - and hopefully making a satisfying living in the process.
