About the OSGeo BC Local Chapter
Introduction
The Open Source Geospatial Foundation (OSGeo) is a global non-profit organization dedicated to building and supporting the highest quality open source geospatial software. The foundation's goal is to encourage the use and collaborative development of community-led projects.
OSGeo BC is the proposed Local Chapter of the Open Source Geospatial Foundation.

Scope
OSGeo BC forms a locus of interaction for the open source geospatial community in British Columbia, Canada. This community includes any individual with interest in open source geospatial.

Mission
OSGeo BC establishes a focal point for liaison, outreach, and technical interests within the geography of British Columbia.

The chapter is organized into Local Interest Groups, currently one in Victoria and one in Vancouver, whose primary purpose is to organize successive chapter events. It is the intent of the BC Chapter to integrate other Local Interest Groups into chapter events through enabling technologies like web conferencing, tele-conferencing, video conferencing, etc... we will facilitate the self-organization of other Local Interest Groups to join the chapter and become an organizing node in the event production machinery of the chapter.

The Local Interest Group is the principal component of the chapter and represents the initial structure of the organization in lieu of other committee types and in favour of a high operational efficiency to event impact ratio. Although events may be focused around software, data, and standards applicable to our open source community, these categories and the organizing structure of the chapter do not preclude our evolution of interests and geography through further democratic processes.

Objectives
Apart from this egalitarian system, we have created posts for President and VP. The main responsibilies of the incubments are to act as primary and secondary liason with the parent OSGeo organisation, and to facilitate communication within the group. These posts are elected annually, and are currently (as of November 15 2007) filled by:

* President: Martin Kyle
* Vice President: Vacant

We also have two local organising groups in Victoria and Vancouver (more welcome!) who have their own Chair positions with responsibility for organising meetings and coordinating local efforts:

* Victoria Chair: Rob Frame
* Vancouver Chair: Max Bottoni

Meetings
Our meetings are not restricted to members. We encourage you to come along and see why open source geospatial is getting so much attention, and how it can help you do business more efficiently. Make sure to RSVP if you plan to attend.

New features to test
I had a little "usermap code sprint" :) the last days and added a new "AdminTool", where you can set your map parameters and define several maps.
I installed a wiki as a test playground for the usermap. Anybody can crate an account and play with it.

-> http://wiki.christian-willmes.de

I hope it will be not too much spam in the wiki because of the open account create functionality, when it gets to much I have to close the account creating option, so be fast ;)

If you find bugs, or want additional functionality make a comment on this page or contact me directly.

Requested features
* Create nicer pop-up a la Google
** Yves suggests the FramedCoud OpenlLayer popUpClass. Anybody against it?
* I'm thinking about adding an extra column to the users table to define group dependencies for each user. So it would be possible to show just memebers aof a specified group (e.g. local chapter).
* possibility to delete one self from the database.
* possibility to delete own mapViews from the database.
* Change hyperlink in pop-up to target a new window

Reported Problems and Errors
Contribution
If you feel like fixing a bug or want to add a feature yourself.
Agenda Items
* website changes (see http://lists.osgeo.org/pipermail/webcom/2008-May/001665.html)
** Remove OSGeo Download Server link (MN: I had added it since it is highly ranked in the Web stats, till Feb 2008 it was a broken link)
** Remove Logo link (A Marketing page might be useful instead of the direct link to the logos)
** Add RSS News Feeds info to the news_items page
** Add links to outwards-facing committees such as Marketing and Incubation
** Service providers and News might move up into the OSGeo Foundation menu from the Community menu. This stretches the splitting of official and Wiki content a bit, so maybe some of the pages would require an 'official' version instead
** Remove incubation indication from project listings (MN: please keep it. It was sort of approved even by the president)
** For sponsors we have two links on the homepage. Suggest to make an animated gif with the logos and put those on e.g. the lower right corner. That image could than link to the sponsors page. The sponsors page links to the sponsorship help page. That help page may also provide the sponsor opportunities? This allows to remove at least one (if not two) of the sponsors links in the menu.
** From the Wiki, the logo on the top left links to the OSGeo Wiki. I (Jeroen) think that logo would better link to the official page to make that easier to find once you end up on the Wiki)
** Add a community menu entry for "Blogs" pointing to http://planet.osgeo.org
** Feeds:
*** should the home page(www.osgeo.org) have "link" tags in the HTML head to indicate feeds, such as http://www.osgeo.org/feed/news
*** should the "News (RSS)" link under "OSGeo Community" include the standard feed icon
*** should the "News (RSS)" link under "OSGeo Community" go to a regular webpage that in turn links to both the OSGeo feed and planet.osgeo.org, and explains the differences between them
** IRC: should there be an "IRC (chat)" link under "OSGeo Community" that links to a page that with information about OSGeo-related IRC channels (e.g. #osgeo, #foss4g2008, #foss4g, etc), as well as a link to the TelaScience interface
* Get a FOSS4G 2008 banner in place
* Revitalize the spotlights effort (Comment by Jeroen: The Community Spotlights section seems virtually dead while it takes up a lot of space. We could consider (re)moving it to free up space and make the page less overwhelming/ lighter to digest.)
* refresh the FAQ?
* fix some Webcom trac tickets?

Motivation
There are plans for new/rewritten cartographic tools (map composer) for QGIS, as well as for GRASS. We suggest to develop a joint library for the various functions which could be shared across GRASS, QGIS and other projects with bindings to Qt, Python etc. The GUI part will be done within the individual software projects, while this project focuses on standard libraries or command line utilities.

Shared functions may include

* class breaks (various algorithms)
* histogram analysis
* color ramps
* RGB and possibly CYMK support (aka color transformations) etc.
* Algorithms for intelligent label placement -- for example, collision management based on rotated extent rectangles. Also, collision management against line and polygon and point features. Provision for prioritized set of text placement rules, first one to prevent collision wins.
* Symbology management
* map surround
* legend
* cartographic templates (ie. predefined map styles)
* parse and print map (geovisualization) description files

This paper might be worth looking at: Extended Cartographic Interfaces for Open Distributed Processing

Programming Language
* C? C++?

Perhaps we could implement the core in C++, but provide a high level C API for applications and environments wanting to drive the library. C++ is a strong implementation language, but presenting a C API to the outside world reduces complexity calling from other languages or compiler versions and reduces "interface fragility".

* Python bindings?

There has been talk on the GMT mailing list about Python bindings to the core C API. Since GMT already has a wealth of routines for plotting directly to PS|EPS format files, this route may give developers a great head-start. There has been some work on the integration of GRASS and GMT in the past, with several user-submitted modules.

Output Formats
What output formats do we want to target. I think at the core this question comes down to whether we want to render everything to a raster format or whether we wish to preserve linework, and text in non-raster form. That is, whether output output is a raster format, or a raster+vector+text format like postscript/pdf.

If a cartographic product is the objective, I think selection of an output format like PDF makes a lot of sense, but it does make interactive composition more complicated and it is possible we have limited pdf/postscript development expertise in our developer community (the GMT developers may be of help here...).

What about the possibility of exporting SVG and using Inkscape for cartographic styling and design? Inkscape is written in C++ and already has a wealth of vector graphics functionality. You could also consider using Scribus for map layout. I believe Scribus is also written in C++. Why implement the great functionality that already exists in open source programs?

Coming from the Web Mapping angle it will be interesting to be able to acquire OGC WMS maps with a pixel sizes < 0.28 mm (which is the current standard of ~ 72 or 90 dpi). This option has been suggested as a change request and is currently being discussed. It will allow to compose high resolution print maps also using OGC WMS.

Existing code to be recycled
There will be code in GRASS, QGIS, the Python Cartographic Library (http://zcologia.org/cartography) and other sources which could be integrated (check license compatibility). Please indicate precisely where to find the source code, license, programming language. Please keep in mind that this is underlying library, not the graphical user interface.

* Label placement code:

* Output:
** Postscript/PDF output:
*** GRASS ps.map (Postscript output) and PS driver (GPL, C)
** [Mapnik http://mapnik.org/] is a Free Toolkit for developing mapping applications.

End User Needs
* Print to small format medium (eg 8.5in x 11in, 11in x 14in) and large format (eg 34 x 44in)
* Interactive layout
* High quality printing
* Storage of cartographic symbolizing
* Symbols library
* Separate cartographic and geographic representation (eg changes to carto does not affect geo).
* Generalization on-the-fly, based on current scale.
* Rules based cartography stored in RDBMS (eg series 400 highways are blue with double lines)
* Multiple export formats
** Geotiff
** PNG
** PDF / GeoPDF
** Postscript (need for directly sending files to printers)
** SVG
* Layout Functionality
* Text-based configuration file that applications can output to or humans can manually hack/script
* Common, interoperable data file input options

Layout Functionality
Design Modeling
Issues of layout will always be important in creating the final cartographic product. Layout templating such as that used in Natural Resources Canada's (NRCAN) Cartographic Design Specifications (http://ess.nrcan.gc.ca/pubs/carto/downloads/design_specs.pdf#page=13).

Perhaps we can learn from the desktop publishing world from the likes of the Scribus project (http://www.scribus.net/). Maybe being able to export a certain portion to scribus to handle some the major layout hurdles. A link between the cartographic library and scribus could allow for auto generation of some layout features and text such as changing declination, Projection info, and others.

XML and PDF
OSGEO might be able to get behind the Geo Functions project. "Geo Functions is an open-source library of XSLT-2 / XQuery functions, templates, stylesheets and classes devoted to the processing of geographic data in XML." I understand that the original purpose of the project is to produce PDF maps from XML based data.

Potential Components
Breaking the end goal into some components will help to recognise which area(s) there is greatest need. There seems to be at least four primary components to the proposal.

Style & Layout Configuration Standards
* Specifications for styling of features and layout of a map composition
* Could re-use existing approaches where applicable (e.g. SLD, WMC, MapServer Mapfile, OGR Feature Styles)
* Specifications to be used in map definition/configuration files

Graphical Style & Layout Editor
* To create styles interactively
* To define map layout
* Could be stand-alone
* Could be adopted as part of another application
* Saves a style/layout definition document according to above standards

Graphical Map Composition Editor
* Implemented by existing applications (e.g. GRASS, QGIS, etc.)
* Sets up pointers to data layers
* Assigns styles definitions to the layers
* Applies layout definition to maps
* Outputs a map composition configuration file

Rendering Engine
* Stand-alone application (no GUI)
* Reads standard map composition configuration file
* Reads and applies the required style/layout definition documents
* Outputs final graphics to specific files

Libraries
* Sets of libraries could be created to implement parts of the above sections
* Add more here...

Technologies
* AGG (sophisticated rendering of vector/text graphics to raster format - used by MapServer, MapGuide, Mapnik).
* Freetype - text management and rendering library
* Cairo graphics library - vector, text and raster input, various output including Postscript

Worflow
By working from the end product to a workflow might let us identify specific libraries to help with each task in the workflow required to produce a map. Edit at will.

* read geo data
** geometries
** projection
** metadata (if required)
* apply styling
** feature to style coding
* Cartographic edits
** overide some of the geometry if required (eg roads don't run through lakes)
* manual edits / retouching
* Produce other cartographic edits objects
** create suround
** create grids
** create legend
** create scale bar
** create north arrow
** Copyright notices from text file or DB
** Licensing notices from text fiel or DB
* Other
** Output size

License
It is proposed to license the OSGeo Cartographic Library under LGPL. The license needs to be GPL compliant.

End User Needs
* Print to small format medium (eg 8.5in x 11in, 11in x 14in) and large format (eg 34 x 44in)
* Interactive layout
* High quality printing
* Storage of cartographic symbolizing
* Symbols library
* Separate cartographic and geographic representation (eg changes to carto does not affect geo).
* Generalization on-the-fly, based on current scale.
* Rules based cartography stored in RDBMS (eg series 400 highways are blue with double lines)
* Multiple export formats
** Geotiff
** PNG
** PDF / GeoPDF
** Postscript (need for directly sending files to printers)
** SVG
* Layout Functionality

* To create styles interactively
* To define map layout
* Could be stand-alone
* Could be adopted as part of another application
* Saves a style/layout definition document according to above standards

Graphical Map Composition Editor
* Implemented by existing applications (e.g. GRASS, QGIS, etc.)
* Sets up pointers to data layers
* Assigns styles definitions to the layers
* Applies layout definition to maps
* Outputs a map composition configuration file

Rendering Engine
* Stand-alone application (no GUI)
* Reads standard map composition configuration file
* Reads and applies the required style/layout definition documents
* Outputs final graphics to specific files

Libraries
* Sets of libraries could be created to implement parts of the above sections
* Add more here...

* read geo data
** geometries
** projection
** metadata (if required)
* apply styling
** feature to style coding
* Cartographic edits
** overide some of the geometry if required (eg roads don't run through lakes)
* manual edits / retouching
* Produce other cartographic edits objects
** create suround
** create grids
** create legend
** create scale bar
** create north arrow
** Copyright notices from text file or DB
** Licensing notices from text fiel or DB
* Other
** Output size

License
It is proposed to license the OSGeo Cartographic Library under LGPL. The license needs to be GPL compliant.

External Vendor Adoption of FDO:
* FME® FDO Provider for AutoCAD® Map 3D 2008

Areas for Improvement
* Implement a formalized release process.
* While community contribution to the project is growing, most of those contributions are still on the periphery of the project. The core development on the API is still primarily fueled by developers at Autodesk. The project needs developers from the community actively working on some of the core components.
* Getting started with FDO and the process of building new providers are still more difficult than they need to be. Enhanced documentation, tutorials and certification tools would go a long way to improving this experience.
* A public build system for FDO would provide the community information on the state of trunk and access to daily builds of trunk.
* Linux based builds of FDO remain more difficult than they should be. Additional work is required to the build system of FDO to make it fully FGS viable.
* The PostGIS, King Oracle and SQL Server Spatial providers would really benefit from increased community development and support.

Opportunities to Help
All contributions and help is welcome, but in particular:

* Develop a new FDO provider for your currently unsupported format
* Help work on the PostGIS, KingOracle and SQL Server Spatial Providers
* Refine the website navigation and site structure.
* Develop and refine help and documentation, in particular a getting started tutorial.
* Enhance the Linux build system and complete the FGS package work.
* Testing and quality bug reports.

Outlook for 2008
2007 was a gret year for the FDO project. Considerable momentum has grown around the development community. The community hopes to keep this momentum going in 2008. Community contribution continues to grow at a steady pace, and we believe the 3.3.0 release will spark even more enthusiasm and collaboration. Finally with a little effort and support we believe the number of external developers contributing to the core code base will start to increase.

Expected Major 2008 Milestones:

* Graduate OSGeo Incubation: Febuary 2008
* Final Release of FDO 3.3.0: March 2008
* Final Release of SQL Server Spatial Provider for 3.3.0 and 3.2.3
* Continued enhacements to the feature set of the PostGIS Provider
* Continued development towards a service pack release of FDO 3.3.1 and beyond
* Continued development of new Data Providers for FDO
* Enahcements to the FDO API as discussed on the FDO Futures Discussion Page

Objectives
Quarterly Meetings:
* Presentations (Application and Technical)
Membership
Anyone who wants to help support our mission is free to become a member.

List yourself on our membership page and you're in!

Apart from this egalitarian system, we have created posts for President and VP. The main responsibilies of the incubments are to act as primary and secondary liason with the parent OSGeo organisation, and to facilitate communication within the group. These posts are elected annually, and are currently (as of November 15 2007) filled by:

* President: Martin Kyle
* Vice-President: Jason Birch

We also have two local organising groups in Victoria and Vancouver (more welcome!) who have their own Chair positions with responsibility for organising meetings and coordinating local efforts:

* Victoria Chair: Rob Frame
* Vancouver Chair: Max Bottoni

Meetings
Our meetings are not restricted to members. We encourage you to come along and see why open source geospatial is getting so much attention, and how it can help you do business more efficiently. Make sure to RSVP if you plan to attend.
Presentation Ideas
Yes, we're all shy, retiring types, but the work we do on a daily basis is incredibly interesting to others who are trying to do the same work with open source geospatial software, data, and open standards. We'd love the chance to hear what you're working on and, who knows, maybe you'll get some feedback that makes it even better!

Wiki-Jasonbirch: removed step no longer required...

Below are instructions that will aid a user with installing FDO 3.3 and MapGuide Open Source 2.0 from SVN trunk on Ubuntu 7.10 (Gutsy Gibbon) Server. It is based on previous instructions, lots of credit to their authors!

NOTES
By the time you read this, FDO 3.3 and MapGuide 2.0 may have their own branches in SVN. If so, just swap out references to /trunk/ with the appropriate /branch/* where necessary.

The default directory used in these instructions is called /home/administrator. This assumes that you create your primary user account with the name "administrator". If you do not, mentally adjust where necessary.

You may want to consider using a client like PuTTY to access your server's terminal via openssh-server from a different computer. This really helps with copying and pasting. If so, either ensure that you install the OpenSSH server during your basic install, or add "openssh-server" to the list of packages below.

Any time that you run a task and pipe its output to a logfile, make sure that you look at the end of the logfile when you're done to make sure that it completed successfully. If it didn't then you have the logfile to post an error report from... Here's an example of how to do this:

tail -n 30 mylogfile.log

BASIC SETUP
Install a basic Ubuntu Server 7.10 (Gutsy Gibbon). Once this is complete, you will have to add some extra packages to compile MapGuide. Make sure that you get all of these packages; the line is really long:

sudo apt-get install build-essential bison flex automake1.7 automake1.9 libtool doxygen subversion libjpeg62-dev libpng12-dev libfreetype6-dev libexpat1-dev libxalan110-dev libxslt1-dev expat libcurl4-openssl-dev libasound2-Dev python2.5-dev sun-java5-jdk

If Java fails to install, you may need to edit /etc/apt/sources.list to uncomment the multiverse repository lines and then try installing it again.

To avoid "bad fd number" errors, type the following in the terminal:

sudo dpkg-reconfigure dash

and choose No at the prompt. Be aware that this changes your default /bin/sh from dash back to bash.

Prepare your SVN profile to use the appropriate options for FDO and MapGuide. Type the following at the Terminal.

(this just sets up your initial .subversion settings folder)
svn info http://svn.osgeo.org/fdo

(edit ~/.subversion/config)
nano .subversion/config

You can enable options by removing the comments (# ) in front of them, or just add new lines to the appropriate locations.

In the Miscellany section, enable:

Use-commit-times=yes
Enable-auto-props=yes

In the Auto-Props section, add:

*.*=svn:eol-style=native
*.sh=svn:executable

Save and close the config file.

Set the SUN Java to be the default Java installation:

sudo update-java-alternatives -s java-1.5.0-sun

Edit /etc/jvm, moving "/usr/lib/jvm/java-1.5.0-sun" to the top of the list

sudo nano /etc/jvm

Edit /etc/environment so that services will know where to look for Java

sudo nano /etc/environment

(Add the following line)

JAVA_HOME="/usr/lib/jvm/java-1.5.0-sun"

Log off and then log back on so that these settings take effect. Alternatively, export JAVA_HOME in your current session.

FDO INSTALL
In terminal type the following:

mkdir fdosvn

(be prepared to wait a long time for this command to complete, the test data takes a while to download)
svn checkout http://svn.osgeo.org/fdo/trunk fdosvn

(type in your password after the following command if prompted)
sudo mkdir /usr/local/fdo-3.3.0

(if you are not logged in as administrator, you change the userid below!)
sudo chown administrator /usr/local/fdo-3.3.0

cd fdosvn

source ./setenvironment.sh

In terminal, type the following to run the builds. Note, there will be no output from either command until completion as it is all being spooled to nohup.out. You can log into another terminal session and tail this file if you start getting antsy :-)

nohup ./build_thirdparty.sh > build_thirdparty.log

nohup ./build_linux.sh > build_linux.log

APACHE / PHP INSTALL
In Terminal type the following:

cd ~

(you should now be in /home/administrator, or whatever your $HOME is)

mkdir mgsvn

svn checkout http://svn.osgeo.org/mapguide/trunk/MgDev/ mgsvn

sudo mkdir /usr/local/mapguideopensource

(replace administrator with your userid if necessary)

sudo chown administrator /usr/local/mapguideopensource

cd mgsvn/Oem/LinuxApt

(careful when copying and pasting this line, the - got changed into . for me)

find . -name "*.gz" -exec tar xzf {} \;

nohup ./build_apt.sh > ../../build_apt.log

BUILD OEM
Perform the following:

cd ~/mgsvn/

nohup ./build_oem.sh > build_oem.log

BUILD MAPGUIDE
Go for the gusto:

aclocal
libtoolize --force
automake --add-missing --copy
autoconf

./configure --enable-optimized

nohup make > make_mapguide.log

nohup make install > install_mapguide.log

<!-- Not sure if this is needed yet

If you want to use webstudio, copy the files to the webserverextension folder:

cp -fpR /home/administrator/mgsvn/Web/src/webstudio /usr/local/mapguideopensource/webserverextensions/www/webstudio

-->

STARTUP OPTIONS
While you're testing, it can be convenient to run services interactively, but eventually you'll want them to shut down / restart when you the computer is rebooted. This section gives you both options.

START SERVICES MANUALLY
Start Apache

sudo /usr/local/mapguideopensource/webserverextensions/apache2/bin/apachectl restart

Stop Apache

sudo /usr/local/mapguideopensource/webserverextensions/apache2/bin/apachectl stop

Start MapGuide

sudo /usr/local/mapguideopensource/server/bin/mgserverd.sh

Stop MapGuide

sudo pkill -f -u root "mgserver daemon"

SET SERVICES TO AUTO-START
!!! Warning, this is not working. See Ticket #309 !!!

Add Apache's control script into the system init structure:

sudo ln -s /usr/local/mapguideopensource/webserverextensions/apache2/bin/apachectl /etc/init.d/apache-mapguide

Set up some default run level actions for Apache (basically, start on interactive, stop on shutdown/restart)

sudo update-rc.d apache-mapguide defaults 30 70

Create a startup script for Mapguide server:

touch /usr/local/mapguideopensource/mapguidectl
chmod u=rwx,go=r /usr/local/mapguideopensource/mapguidectl
nano /usr/local/mapguideopensource/mapguidectl

Add the following contents:

#!/bin/sh
# MapGuide init script
. /lib/lsb/init-functions
case "$1" in
start)
log_daemon_msg "Starting MapGuide Server 2.0.0..."
export GDAL_DATA=/usr/local/mapguideopensource/server/bin/data
export PROJ_LIB=/usr/local/mapguideopensource/server/bin/nad
export LD_LIBRARY_PATH=/usr/local/fdo-3.3.0/lib:"$LD_LIBRARY_PATH"
pushd /usr/local/mapguideopensource/server/bin > /dev/null
./mgserver daemon > /dev/null
popd > /dev/null
log_end_msg 0
;;
stop)
log_daemon_msg "Stopping MapGuide Server 2.0.0..."
MGPROCESS=`/usr/bin/pgrep -f -u root "mgserver daemon"`
if [ "$MGPROCESS" != "" ]
then
/bin/kill $MGPROCESS
fi
log_end_msg 0
;;
*)
echo "Usage: $0 {start|stop}"
exit 1
;;
esac
exit 0

Add MapGuide's control script into the system init structure:

sudo ln -s /usr/local/mapguideopensource/mapguidectl /etc/init.d/mapguide

Set up some default run level actions for MapGuide (basically, start on interactive, stop on shutdown/restart)

sudo update-rc.d mapguide defaults 35 65

Restart and see if it works!
