Birds of a Feather (BoF) sessions are unstructured timeslots where people can self-organise themselves to discuss topics of interest.

During the [[FOSS4G 2017]] conference in Boston, there will be a number of spaces for people to hold Birds of a Feather sessions.

While FOSS4G is provide space, but the setting up a bird-of-feather meetup is done informally using this wiki, twitter, or on site BoF board.

Many individuals, companies, universities and public administrations involved with OSGeo and Open Source software are also regular members of the OGC. The full list is available at the [http://www.opengeospatial.org/ogc/members OGC web site]. A lot of interaction and communication is already maintained through these members.

== OSGeo Member Access to OGC Membership ==
Especially innovative new projects with no existing infrastructure or a regular commercial champion often did not have a chance to participate in the internal OGC processes. Both the OGC and OSGeo have a mutual interest in facilitating this collaboration and have as per their [[OSGeo signs Memorandum of Understanding with OGC | Memorandum of Understanding]] agreed to allow for six OGC Individual Memberships to be used by OSGeo members. To obtain a membership, you must:

# Submit a short summary of why you want an OGC membership and what work you plan to do with it. This summary should be sent to the selection committee (listed below).

Board Election 2013 Results

Theses are the final results from the 2013 elections for the open seats of the OSGeo Board of Directors. There were four seats open and they have been filled by (in no particular order):

The event organizer, Azavea, is also proposing that this be a joint code sprint with the Eclipse Foundation's LocationTech working group. There are several developers
that work on projects associated with both OSGeo and LocationTech, and we believe
it be an opportunity for some healthy exchange and collaboration.

''I've been in contact with Bruce Joffe who has been working on an amicus curiae ("friend of the court") brief associated with two court decisions that have gone in completely opposite directions in California, one involving Santa Clara County and the other involving Orange County. The legal point is the same in both cases, is GIS data (parcel data in particular) data or is it software? If it is data, then it is covered under the California Public Records Act, requiring that it be released to the public for reproduction costs, if it is software, it isn't covered, and is subject to licensing fees. The judge in the Santa Clara County case (correctly) determined it was data, while the judge in the Orange County case (incorrectly) determined it was software. The case is now heading to the California Supreme Court, and Bruce Joffe is rounding up potential individuals and organizations to sign on to the amicus curiae brief. = Summary of the Case =

''The following is mpg's summary of the case. See the documents cited below for a full treatment of the issues the Californai Supreme Court is being asked to decide and the potential ramifications.''

Orange County, California ("OC") has a database of parcel map information. The Sierra Club ("SC"), acting under the Public Records Act (PRA) of California, requested a copy of the database. Under the PRA, the data should be provided for a nominal fee (cost of duplication) and without any licensing restrictions. Orange County refused to provide a copy under those terms, requiring instead a payment of $375,000 and a restricted license, on the grounds that the PRA does not extend to the GIS data in question. OC offered to provide PDFs of the original source data for the parcel map under the PRA terms, but not the GIS database. SC brought the issue to court to compel the release of the data in its current, GIS-enabled format.

There are two major issues facing the court.

First, California law excludes "computer software" from the scope of the PRA. However, the statute is worded as follows:

The inclusion of the term "computer mapping system" (which equates to a "GIS" in modern parlance) is unfortunate. When we GIS professionals speak of a "geographic information system", sometimes we mean just the software (example: "My department just bought a new GIS from ESRI") and sometimes we mean to include the data as well (example: "My local government has a parcel map GIS").

To the open data and GIS communities, a natural understanding of the intent of the PRA is that it is intended to make ''the data'' be publicly accessible, not ''the software''. This is SC's position; they feel the GIS itself is indeed software, but the parcel database, accessed by the GIS, is a public record. On the other side, OC considers the term "computer mapping system" to include the database as well as the software. It is a matter for the court to decide what the intended meaning of the statute is.

Second, as the court attempts to interpret the statute, it is guided by a requirement that under the terms of the PRA exclusions are to be construed narrowly and inclusions are to be considered broadly. That is, all other considerations being equal, the court should be liberal in its understanding of the law, so as to be in favor of open data. This important case has the potential for setting a precedent for -- or against -- the policy of public access and open data.

(We note that OC's implicit intent is to use the revenue generated from licensing their data to defray the operating expenses of their county government. While this funding mechanism is generally allowable under the law, it may not be used for data which falls under the control of the PRA.)

(We also note that the PRA provides for exemptions to public release where the data in question may violate privacy laws or raise security concerns. OC is not claiming either of those two exemptions in this case, however.)

We've decided not to get a block of rooms because it seems it is pricier than having people pick the hotel they like best.

Our recommendation is to book your own room via Hotwire or Priceline.

Boston has no major conventions during the Code Sprint.

(a) This MOU shall remain in force for one year from the date of signature, and will automatically renew on an annual basis until terminated in writing by either Party.

1. The purpose of our relationship is to keep each other well informed of our respective activities and directions. so that our activities may be coordinated in such a way as to maximize the achievement of our respective mission and goals.

2. The appointed liaison of each Party shall generally keep each other informed of the planned activities, future direction and proposed initiatives and work product of his/her organization.

3. To help stimulate dialog on standards topics of mutual interest, OGC provides OSGeo with six one year Individual Memberships in the OGC at no charge, to be awarded to qualifying OSGeo members based on a selection process to be conducted by OSGeo.

4. OSGeo will collaborate with OGC to identify open source technologies that can be used as reference implementations for and to validate compliance tests developed for OGC adopted standards. For those reference implementations developed by OSGeo members that: 1) pass OGC Compliance test procedures, and 2) are selected for use by OGC as a reference implementation (or are among the two additional tests used by OGC to validate the Compliance test for public use), the OGC will waive the Trademark License fee associated with Compliance certification. This fee is typically paid by the developer on an annual basis. This waiver will remain in effect for that version of software.

5. OGC and OSGeo will work closely to coordinate with OGC membership regarding new standards and standards changes that may be required as a result of open source programs.

Openness benefits markets. Vendors of proprietary software
have found that today's more open and complex "business ecosystem,"
which includes both Open Source software and open standards, is
good for their businesses. It's also good for technology users.
It makes sense for the OGC to work with the OSGeo."''

Open Source software is software that has been designed and developed in an open, community process and is release under an open and free license. The OGC's open standards are similarly developed in an open, community process, but they are specifications (for interfaces, encodings and best practices), not software. All OGC standards are available for free (other than for example ISO standards).

Arnulf Christl, President of OSGeo, said:
We look forward to collaborating with the OGC to identify
open source technologies that can be used as reference
implementations for OGC standards and to identify standards
requirements that result from our open source geospatial
software development programs.

The MoU provides for the assignment of up to six one-year Individual Memberships in the OGC. Memberships will be selected by OSGeo and are subject to OGC qualifications for Individual Membership.
