OSGeo is broadly inclusive and diverse. Therefore it is impossible to provide one point of contact for all kinds of requests. One good place to start getting into contact with people inside the OSGeo Foundation are the Mailing Lists. If you roughly know where you want to go, especially if you are looking for a specific software community or Local Chapter then the OSGeo Lists Server may be a easy way in.
