Open Source Geospatial Foundation

An umbrella for community-led GIS and mapping projects

La Open Source Geospatial Foundation (??) a été crée pour supporter et développer des logiciels géospatial (??) à code libre de haute qualité. L'objectif de la Foundation est d'encourager l'utilisation et le développement collaboratif de projets "community-led"(XX). Sa structure et sa vision ont été définis lors d'une réunion à Chicago.

Au cours de cette réunion, un Conseil d'Administration intérimaire a été formé. Cinq gestionnaires de projets on été élu à partir d'une liste plus longue. Ils viennent d'Amérique du Nord et d'Europe et représentent diverses communautés autour de différentes technologies (C, C++, Java, PHP, Python, Javascript, etc.):

  • Arnulf Christl - Mapbender, CCGIS, Allemagne;
  • Chris Holmes - GeoServer/GeoTools, The Open Planning Project, États-Unis;
  • Gary Lang - MapGuide, Autodesk, États-Unis;
  • Markus Neteler - GRASS, Istituto Trentino Di Cultura, Italie;
  • Frank Warmerdam - GDAL/OGR, Canada.

Quatre membres viendront s'ajouter au Conseil d'Administration et seront sélectionnés par la communauté.

L'OSGF tire son inspiration pour sa gouvernance de plusieurs éléments de la Apache Foundation, incluant un membership composé d'individus provenant des projects fondateurs. Le membership initial consiste de cinq membres du C.A. auquel on ajoute les 16 autres participants de la réunion de démarrage. Un objectif de 45 membres est établi à travers un processus de candidature publique au sein de la communauté du logiciel libre géospatial large. Chaque personne élue doit être reconnue par ses contributions en termes de logiciel, documentation, traduction ou autre. De la liste des candidatures, 24 membres seront élus par les membres en poste.


OSGEO draws governance inspiration from several aspects of the Apache Foundation, including a membership composed of individuals drawn from foundation projects who are selected for membership status based on their active contribution to foundation projects and governance. The initial membership consists of the five initial board members plus 16 other participants who attended the Chicago organizational meeting. The foundation is adding an additional 24 members from the broader open source geospatial community through a public nomination process. The additional members will be elected by the current members in February; the new members will be announced once approved by the board.

Initial OSGEO projects are GeoTools, Mapbender, MapBuilder, MapGuide, MapServer, GDAL/OGR, GRASS, and OSSIM.

The foundation will not require that OSGEO software projects to be licensed under any one particular open source license, but will require that all OSGEO software be released under an open source license approved by the Open Source Initiative (OSI). The long term goal is to encourage licenses that allow the different foundation projects to work better together and permit for code exchange among them. The foundation will implement contribution and intellectual property policies designed to avoid the inclusion of proprietary or patented code in OSGEO projects. Foundation projects are focused on interoperability – both with one another at the library level, and with other proprietary and open source projects through the use of open standards.

La Fondation va également poursuivre des objectifs au-delà du développement de logiciel, tel que la promotion de l'accès libre des données spatiales gouvernementales. L'accès, dans des conditions raisonnables, à des données géospatiales constitue un problème majeur à l'extérieur de l'Amérique du Nord.

About the Open Source Geospatial Foundation

The Open Source Geospatial Foundation(OSGEO), is a not-for-profit organization whose mission is to support and promote the collaborative development of open geospatial technologies and data. The foundation was formed to provide financial, organizational and legal support to the broader open source geospatial community. It will also serve as an independent legal entity to which community members can contribute code, funding and other resources, secure in the knowledge that their contributions will be maintained for public benefit.
