Incubation Status report for July 2013.

TLDR: Waiting on the board for GeoMoose announcement, and listing project officers for GeoMoose and GeoServer. Rasdaman is getting close to completing incubation requirements. Remaining incubation projects show no progress. Landon has some ideas for promoting OSGeo Labs projects.
