i a new register french user i don't understand if your search a map server to show read map or in a edit purpose show=WMS edit=WFS-t other technology custom for efficiency that doesn't use/base on OGC protocol what about hardware choice for precision of data ( poi line ) ? have you look at [http://wiki.openstreetmap.org/index.php/FAQ]
