Multi-resolution seamless imagery aggregator

This is a page to discuss the formation of an aggregator of various WMS services to create a single, cacheing server to access the best available imagery (what determines "best" is negotiable -- think what happened to Google in New Orleans) for any given area of the world at different resolutions.
