Well, creating language specific subdomains is not duplicating political/administrative ones. Innstead, the people maintaining those languages related domains, have to be more integrated in the OSGeo and do a QA (translations and orgs control) in a upper level, apart of serving as a better entry point. In an local branch 'office' where there are two official languages the supporting people should speak both languages, so no need to have an office for catalan and another one for spanish.

In the cat.osgeo.org case(languages), it could go for val.cat.osgeo.org (VALencian is a catalonian dialect) . In the es.osgeo.org case, as said above, it just needs to have a es. map where you can find the cat representatives and tools when you click in Barcelona.

Well, creating language specific subdomains is not duplicating political/administrative ones. Will aplications based in Barcelona which are developed in spanish be supported the by the Catala group or will it need another different place?
-Another url for the web presentation/etc.., different the mailing lists/forums although catalans have the advantatge that we can be posting in catala and spanish people in spanish and have a good thread! if 'they' want to!.
