Why there's need of cat.osgeo.org if there's already es.osgeo.org?
Creating language specific subdomains does not duplicate content from the political/administrative ones. Instead, the people maintaining those languages' related domains, have to be more integrated in the OSGeo and do a QA of the countries subdomains where their language is present.

Will aplications based in Barcelona which are developed in spanish be supported the by the Catala group or will it need another different place?
Another url for the web presentation/etc.., different mailing lists/forums (although catalans have the advantatge that we can be posting in catala and spanish people in spanish and have a good thread! if 'they' want to!.)
In an local branch 'office' where there are two official languages, the supporting people should speak both languages, so no need to have an 'office' for catalan and another one for spanish.

How the cat.osgeo.org group has to support a catalonian based OSmap aplication for Perpignan/Perpinya?
-By assuring that (if there's) a french OSGeo associated Foundation, it suports the project in their offices (if have) in Perpignan if there are volunteers from the map project to be 'at the office'. The local Countries Foundations have to have a Languages friendly policy if they want to sign a colaboration/membership agreement with the OSGeo.

How to further subdivide regional groups?
With a diferent map for every different website/url where you can select Dialects or Regions/provinces/etc.. directing you to the content for that selected area.
ex: Pais Valencia is one of the three spanish regions where Catala is spoken where people speak a dialect of Catalan called Valencian. [[1]].
In the cat.osgeo.org case(languages), it could go for val.cat.osgeo.org (VALencian is a catalonian dialect). In the es.osgeo.org case, it just needs to have an es. map where you can find the Catala information and tools when you click in Barcelona apart of the Spanish ones.

If there's need of, es.osgeo.org/catalunya better than catalunya-es.osgeo.org.. and also to be considered iberica.osgeo.org/Pais_Valencia.
Another ex: Castello is one of the 3 provinces from Pais Valencia... If there was a comitted group of 10 people from castello who will like to start a group and they are all based in Castello and there's not cat.osgeo.org, this group should create it/be contact of first and also create the es.osgeo.org and create after their space in there.
This could be extrapolated to the ottawa group, which should maintain ca.osgeo.org and create their ottawa space in there and let other people from Canada share the maintainance of it(ca.osgeo.org) in the future.

Introducing the Spanish-Catala relationship case a bit more..
es.osgeo.org/spa.osgeo.org could give a mailing list for Comunidad Valenciana discuss in spanish and don't let post messages in Catala there. Then, cat.osgeo.org has to provide a mailing list for Pais Valencia and choose wether to accept messages in spanish or not. Spanish could be required for general es.osgeo.org talk though.
spa.osgeo.org has a big job to do(southamerica/etc..) where catala is not involved at all, In es.osgeo.org or europe.osgeo.org Catala is directly involved..
