Régis Haubourg

Open source GIS expert at Oslandia

Since september 2016, I joined Oslandia's team and work as a GIS expert / project manager / community manager, especially with QGIS, PostGIS.

Geospatial data administrator at Agence de l'eau Adour-Garonne (French Water Basin state agency) 2005 - 2016

Engineer in agriculture sciences, specialized in Water management, I focused on GIS approaches since 2002. I have been working at the interface with scientists and decision makers in Marine research institue (IFREMER) and agriculture research center (IRSTEA-irrigation management).

Since 2005, I manage the GIS infrastructure and data of Adour Garonne Water Basin Agency. I designed and maintained the water data portal based on open source components only.

Since 2010, I migrated all internal tools to Open Source Postgres-Postgis + QGIS to allow user to make cartographic-wise decisions on priorities.

This use case lead to a specific commitment in QGIS community, as a user and bugtracker, but also as a funder.

I follow many osgeo project and am willing to share thoughts of an europenan institutional funder with OSGEO community. A key feature in France is to find clean and simple way to make open source compatible public contracts, allow sponsoring when needed.


QGIS project:

  • Atlas generator to core (funding)
  • Generalize expression builder in Composer
  • Bugfixing for 1.8, 2.0 and 2.2
  • Multicolumn legend in composer
  • Inverted polygon renderer and new Mask plugin
  • EasyCustomLabeling plugin
  • Contributions to plugins (author Xavier Culos): Mask, Hotlink, Menu Layers from project, Import_project
  • minor features: allow count of features and duplicate in ruled based renderer, diagnose slow shp reading over network...
  • UI and website translation
  • Coordination between QGIS dev'sl is and french governement workgroup.
  • Establishment of a framework contract for Open Source Geomatic tools, adapted to fast developpement cycles, and allowing a 5% reward if code is well contributed in source project.
