This page describes key users groups to target for the FOSS4G Conference and hence the program that should be covered.

The 2009 theme is "User Driven". Targeting users will increase OSGeo adoption and FOSS4G attendance.
In order to increase attendance, we will encourage interested user groups to have meetings before or during the conference.

Carl Reed from the OGC has offered to supply presenters to discuss OGC themes.

It has been noted that the technical vs. business nature of themes needs to be clearly delineated in the program to make it easy for people to plan their participation.
