The Open Source Geospatial Foundation is a broadly inclusive and diverse organization. Therefore it is practically impossible to provide one access point of contact for all kinds of requests. One good place to start getting into contact with people inside the OSGeo Foundation are the Mailing Lists. If you roughly know where you want to go then the OSGeo Lists Server might be the easiest way in.
