    Hello All -

With this email, I am pleased to present to the OSGeo Incubation Committee an OSGeo Project Candidate : TorchGeo [0]. As Project Mentor I have worked closely with the TorchGeo PSC and code base. In my best judgement, I find that TorchGeo is not only a suitable candidate, but in fact a substantial addition to a large set of consequential and significant geospatial software projects of our current era, represented by OSGeo.

The Program Steering Committee (PSC) of TorchGeo is composed of a small but diverse group of committers; the PSC has defined clear standards for code contributions, bugs, features and additions. Due to the unique character of this training and benchmarking environment, many complete teams from more than a hundred institutions worldwide are contributing and active in the project. As a Machine Learning and Artificial Intelligence environment itself, new data LICENSE challenges are present as well.

You will find abundant links and details in the project Application [1] and Code Review [2]. The TorchGeo project release cycle is integrated with OSGeo Planet and news -- special thanks to JSanz.

Please review and cast your vote at your earliest convenience. Questions and other inquiries will be handled on an OSGeo TRAC instance ticket [3]. The voting period shall begin with the date of this email, and scheduled to conclude in 14 days hence.

Special gratitude on this important day goes out to the OSGeo Systems Administration Team for TRAC, MediaWiki, email and support infrastructure
