There are a number of backpackers in and around town (CBD).

What about places like the Best Western Hotel up on the hill?
There are loads of guesthouses and Backpackers in Green Point.
Might be a start to find a website that aggregates the details of the cheaper places to stay. I think the important thing might be to provide some guidelines like walking distance/cheap cab fare distance - one does not want to be stuck in Bellville or such like, when the Conference is smack bang in the City.
