FOSS4G Discount for Charter Member (Draft)

Since 2006 in Lausane, the OSGeo foundation is organizing yearly the most important event in the world about Free and OpenSource Solutions for Geomatics (FOSS4G) gathering the community of major international experts from all over the world and amongst all the OSGeo communities. Obviously, the OSGeo Foundation is willing to have its Charter Member joining this event. So, to ease their venue the OSGeo Foundation is offering a special discount to them for registring to attend the FOSS4G event.

The fees that a Charter member should pay to attend the FOSS4G event should not exceed the price fixed by the LOC for early bird registration. That means that, even if the deadline was passed already, OSGeo Charter Member will always benefits of the discount price.

To achieve this goal, the LOC will have to mention acceptation of this specific discount privilege for OSGeo Charter Member in their proposal (so, this proposal cannot be take into account before the proposal for 2016 foss4g organisation) and a way to benefit of such a discount. The simplest way is probably to provide a discount code only accessible to OSGeo Charter Members which are responsible to ask a dedicated person from the Board of Director to handle requests and sharing of the discount code. Note that each charter member is responsible to not share this code with others and the LOC should send an exhaustive list of all attendees which took benefit of this discount to the same person responsible for sharing the discount code. This way, the responsible person can valid that the discount were used only by charter member and there is no any other attendee which took benefit of it. In case somebody else will have used the discount code, then the LOC should decide between canceling the registration and asking for renewing it through the web form or asking for payment to the person which use the discount code without being an OSGeo Charter Member.

In case of losses caused by this discount privileges which can be prouven by the LOC to the Board of Director and valided by them. Then OSGeo may be reponsible to cover those losses by not exceeding 75% of the cost for OSGeo Charter Member which did not register in time for using the traditionnal early bird registration price.

To simplify this dicount privilege application and to not disturbing too much the LOC, only OSGeo Charter Member which are one year old can take advantage of it. This way LOC know clearly before proposing to host the next FOSS4G the number of OSGeo Charter Members so of attendees which will potentially take advantages of this discount.
