I converted the first column using "rowspan" tags so that project (for example PostGIS) can span more than one row. I made the projects be links, but it's not done yet. Some are links to non-existent wiki pages, others are direct links outside the wiki. Since this wiki is not a comprehensive index of all things GIS it's probably okay to mix it up and have some be internal links when the pages exist and some be links directly to the projects (eg gdal.org)

Oh - Also I started putting the projects in alphabetical order!
