Toru Mori is one of the founders of the OSGeo Japan and has been a long-time contributor and promoter to this day.
- He is the founder of Orkney, Inc., a company that promoted FOSS4G solutions in Japan. As its president, he worked with Prof. Venkatesh Raghavan in 2004 to achieve the world’s first internationalization of GRASS and MapServer.
- In September 2004, he supported the world’s first FOSS4G conference, held in Bangkok, Thailand, as a sponsoring company.
- In December 2006, he established OSGeo Japan Chapter and served as its representative. Starting in 2007, he organized FOSS4G conferences in both Tokyo and Osaka, serving as conference chair.
- From 2009 to 2011, with support from Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT), Orkney acted as the lead organization in building open resources for satellite data utilization using GRASS and QGIS. https://www.osgeo.jp/projects/foss4g-mext
- In 2016, he stepped down as representative and has since continued to support the OSGeo Japan Chapter as an auditor.
- From 2017 to 2025, he worked for Apple, Inc. and HERE Technologies as cartographer role.
- Currently, as Executive Director of MIERUNE Inc., he continues to provide solutions utilizing FOSS4G, including QGIS, and to support the community.
