- Please email cro@osgeo.org with their name, country, contact email and paragraph describing why you are recommending this person as a Charter Member

Torben Barsballe [1] is an amazing addition to the Java Tribe, in just a few short years Torben is one of the top committers[2] on the GeoServer project! Torben a dedicated and professional member of our community reviewing pull-requests, participating in code sprints, and taking lead on the occasional monthly release. His dedication shows - even going so far as to attending the bi-weekly PSC meetings (despite not having a vote.). Torben is an advocate for open source, speaking at local Victoria GeoGeek events, regional foss4g-na events, and two global foss4g evetns. Torben is a kind instructor offering workshops at the local University of Victoria, and at the gloabl foss4g events. For foss4g 2017 he painstakingly reviewed the OSGeo brochure, manning the OSGeo booth answering questions, and helping new contributors during the code sprint. It is a pleasure to honour such a wonderful member of our community with this nomination. |

I would like to nominate Micah Wengren [1] for OSGeo Charter Membership. Micah is with the US National Oceanic and Atmospheric Administration and has been a proponent of open source at NOAA (GeoNode, GeoServer) since 2007. He has been a core committer to the GeoNode project since 2014. More recently, he has been active in the open data community, deploying, developing, and supporting open source software for data discovery within NOAA and in supporting other US Federal agencies through implementation of the Federal GeoCloud interagency pilot project from 2012 to 2015. Currently he contributes to the open source software ecosystem of the US Integrated Ocean Observing System (IOOS) [2] to publish ocean observations and forecast products for US coastal waters. I want to nominate Mark Iliffe as charter member of OSGeo. Mark has a lot of experience both as researcher and as a consultant of important organizations, like World Bank. His main activities have been in coordinating mapping in developing countries examining the emergent phenomenon of community mapping and volunteered. Das Ramani Huria, one of the project which has been seeing him involved as a main actor, is considered as a best practice for developing (and probably could also be for developed) countries. He is also invited delegate to the United Nations Committee of Experts on Global Geospatial Information Management (UN GGIM) as an expert on Volunteered Geographic Information and geography in emerging countries. He organised the 2013 FOSS4G Conference as a member of the local organising committee and is one of the two chairs of FOSS4G 2018 in Dar Es Salaam. He is consulting the World Bank on Transportation and ICT by collecting in Tanzania geospatial information on transportation, education, and public facilities and by training the government on Open Data. He has a huge experience in community based projects (using FOSS) for flooding resilience in informal settlements. He has been working with the local community since 2011 helping them to understand how to use the mapping equipment for collaborative projects. After the experience in Tanzania, he also helped the creation of the first community mapping in Mozambique. Moreover, Msilikale is one of the two chairs of FOSS4G 2018 in Dar Er Salaam. It is pleasure for me to nominate Manuel Grizonnet [1] for OSGeo Charter Membership. Many people know very well Manuel for the huge activities he is leading for years in OSGeo. Manuel is involved in the development team and is PSC member of the OrfeoToolbox that has been successfully incubated this year. Manuel is also taking part in the organisation of the OTB HackFest each year where the OTB community can meet. Other communities can join too and are very welcome at this event, I got the luck to participate in such a kind of event and I have to say that I was amazed by the great work they do there. During the hack fest, users and developers meet to share their use cases of the software, discuss the next steps for the project, but also the issue they may face using this or that part of the project and so on. It is just a very nice and efficient way to have feedbacks from the community and to meet often. Manuel is very open to discussion even when, like I do, you have only question to ask him and not much to offer. I am confident that Manuel will be a great addition to the OSGeo Charter Members list. |

These are recordings from FOSS4G [4], FOSSGIS [5], FROSCON [6] and other conferences and for example the GRASS video from 1987 spoken by William Shatner [7]. Bastian cares for the long term availability of OSGeo material, especially videos such as conference recordings but also research data or proceedings:
Read the article "404: Video not found – The TIB AV-Portal stops scientific videos from disappearing" [9]. Read articles in Bastians blog about favorite highlights [10] & an interview with Till Adams after FOSS4G 2016 [10]. See a talk from Bastian about "OSGeo Konferenzaufzeichnungen im TIB AV-Portal" at FOSSGIS 2017 [12]. He finished his talk with the words based loosely on William Shatner[13]: "So don’t keep your scientific videos, your simulations, your animations, your video tutorials and conference recordings rolled up in your private homepage or stuffed into commercial platforms. Keep it in the TIB AV-Portal!" Would be great to have him in the team as OSGeo Charter Member.

As a contributor Ben has demonstrated excellent leadership (volunteering with the GeoServer Project Steering Committee and GeoTools Project Management Committee) and mentoring of new contributors by answering questions, offering encouragement, backed by kind words and constructive reviews. As part of his PhD research in Geomatics Engineering, he is making extensive use of FOSS4G technologies in the study of vehicle routing, including the use of OpenStreetMap data and Mapbox for visualization, and published his algorithms as open-source [1]. He presented his results at the International FOSS4G 2017 conference this August. Zia also served as the co-chair of the FOSS4G Academic Program Subcommittee and co-editor of the Conference Proceedings, and was essential to organizing the review of and the selection of the submitted academic papers. Campbell, Founder and CEO of Sand Hill Geographic, has over 15 years of experience working with geographic information science and technology, including a range of open source GIS software. While at the State Department's Humanitarian Information Unit, Dr. Campbell created MapGive, a crowdsource mapping initiative (built with all open source software) designed to catalyze open geographic data production to support the humanitarian, development, and disaster risk reduction communities. Stephen has likely been most recently visible within the OSGeo community as the founder and an ongoing contributor to OpenDroneMap -- for which he received supportive grant funding in 2016; on which he has given numerous workshops, presentations, and trainings since its development; and through which he has partnered with a number of people and agencies to use geospatial technologies for humanitarian efforts and other applications in education, governmental work, and more. Through mentoring within and beyond his professional role, Stephen encourages the development of geospatial skills in a variety of folk, and has recently served as a both mentor and a teacher in cooperative programs in Musanze, Rwanda in addition to partnering with students at the State University Zanzibar and the University of Rwanda on geospatial projects. Stephen is very active in outreach efforts; the last three years have included workshops and presentations all over the globe on open source geospatial software and systems (with a notable concentration on drone systems/remote sensing applications) -- events include FOSS4G (2017,2015,2014), State of the Map Africa (2017), FOSS4G Africa (2017), State of the Map US (2016). Technically, Stephen brings a wide range of expertise in across GIS packages/protocols/libraries, remote sensing, and variety of programming languages/libraries and is one of the co-authors of the PostGIS Cookbook. I believe that with a combination of strong technical skills and a dedication to outreach/education in diverse communities, Stephen has brought a great deal to the OSGeo community for years, and will continue to do so. |

Scott Clark has been leading projects that provide geospatial solutions for large organizations for over a decade. He has focused on projects that leverage free and open source geospatial software since 2011. He lead the ROGUE Joint Capability Technology Demonstration (JCTD) project which was the impetus for the development of GeoGig and for many major contributions to GeoNode. The project resulted in the creation of the GeoSHAPE project (http://geoshape.org/), which became the core of what is now Boundless Exchange. Scott was on the program committee for FOSS4G NA 2012, held in Washington DC. He co-presented Intro to GeoGit at FOSS4G 2013 in Nottingham and volunteered to moderate sessions at FOSS4G 2016 in Bonn. Now as a program manager at DigitalGlobe, Scott continues to lead a number of projects which all depend on or directly promote open source geospatial software. He is a strong advocate with his customers on the benefits of open source software and the importance of contributing back to the software leveraged in his projects.
